SAN DIEGO (KGTV) -- Students at Gompers Preparatory Academy were evacuated following a threat the school said it received Monday. San Diego Police say they received a call around 3:50 p.m. after someone reportedly left a voicemail on an administrative line at the school, making a vague bomb threat. A staff member at the school pulled a fire alarm, initiating the evacuation. "GPA received a telephonic threat after school today and the campus has been evacuated," the school said in an Instagram post. According to authorities, the students were evacuated to a nearby park. Roughly 80 students were still on campus along with 30 to 35 staff members. Police arrived and used a K9 to comb through the school, but found no trace of a bomb. An investigation is underway to determine who left the voicemail. Today was the first day students returned to class at the academy. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. It is sights like those dark units prevalent across the downtown area that have drawn the scrutiny of County Board Supervisor Nathan Fletcher.RELATED: Making It in San Diego: Here's how much space you can rent for the median income in San Diego"I'm concerned that you have foreign wealth funds buying floors that are never occupied. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. There was fear a lot of homes were bought as investments and they were being left empty," said Dan Fumano, a reporter with the Vancouver Sun who has covered the issue extensively.RELATED: Facing It Together: San Diego college students cope with homelessnessVancouver assessed a 1 percent levy on a home's assessed value for homes occupied less than half the year. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) — Since the start of the pandemic, there have been more than 240 community outbreaks in San Diego County. But despite calls from the public, county leaders continue to keep the exact locations secret.After public records requests from news outlets, the county released a list this week showing all the confirmed outbreaks until Sept. 1.The list reveals one outbreak at a San Diego business led to 175 infections. Another outbreak at a Chula Vista adult day care was linked to three deaths. But the addresses and business names are redacted.Many ABC 10News viewers have said they would like detailed information about the location of outbreaks to better inform decisions on where they visit.The county has resisted those calls, citing several reasons.The first reason has to do with contact tracing. County leaders say tracers often encounter people who are reluctant to provide information out of concern it will harm their business or organization.They say it’s useful tracers are able to assure people the business names will be kept confidential.“Contact tracing only works when those that are being interviewed are completely honest and forthcoming with relevant information,” the county wrote in a letter attached to the public records request.“Releasing the names of these locations and the addresses will have a chilling effect on the open communication necessary to ensure the Public Health Officer is able to effectively combat active outbreaks,” the county added.Los Angeles County does it differently. Health officials there post the names and addresses of all outbreak locations at workplaces, food, and retail stores.An outbreak is defined as three or more cases among members of different households who visited the same location within a 14-day period.San Diego County Public Health Officer Dr. Wilma Wooten said LA’s approach is unique.“LA does not have the capacity to do the contact tracing investigations the way that we do them,” she said in a press conference last month. “If you call any other health department in Southern California, no other health department does what LA does.”At times, San Diego County has identified the locations of outbreaks, including announcing in late July an outbreak at a fitness facility called The Gym in Pacific Beach.At the time, The Gym was defying public health orders, but has since gotten permission to reopen.San Diego County has also revealed locations of outbreaks from other diseases.In 2017, the county identified a Pacific Beach restaurant where there was a Hepatitis A outbreak. It regularly names schools with cases of tuberculosis.“We would release or have a press release related to an outbreak if there was additional information that the public would need to take actions,” Dr. Wooten said.County officials say they only reveal locations when they need help identifying people who may be exposed.In many cases, by the time an outbreak is confirmed, the county says the active threat is over.That’s because on average, the list reveals it takes 25 days to confirm the presence of three or more cases.“In most instances, the outbreak location information is reported and added to this list well after the outbreak has already taken place, so releasing the names now would do little to protect the public, especially when the business is cooperating with the Public Health Officer, exposed individuals have been notified, and measures have been taken to mitigate the risk of an additional outbreak,” the county said in its letter explaining the redactions in the public records request.Then there’s a privacy argument. County leaders say that in some cases revealing locations would make it easy to determine the people who had fallen ill.Finally, Dr. Wooten said she doesn’t want the public to get the impression that the virus is only contained in locations where outbreaks have occurred.When there's an outbreak of another disease, cases tend to be very localized. COVID-19 is different, she said.“The virus is widespread. People should not get false complacency,” said Dr. Wooten. 4079

  

SAN DIEGO (KGTV) -- State Assemblyman Todd Gloria continues to maintain a comfortable lead in the race to become San Diego's next mayor, according to a new scientific poll. The 10News-Union-Tribune poll shows City Councilmembers Scott Sherman, a Republican, and Barbara Bry, a Democrat, vying for the second spot.The top two votegetters March 3, regardless of party, move on the November general election. "Todd Gloria looks assured of punching his ticket, but who is he going to face? Is that going to be fellow Democrat Barbara Bry... or is it going to be Scott Sherman, a Republican, proving that this is still a two-party town," said Thad Kousser, who chairs the political science department at UC San Diego. The poll, of 527 likely voters, shows Gloria leading the field with 29 percent of the vote. Sherman is in second with 18 percent, and Bry has 13 percent. The poll's margin of error was 5.3 percent, which Bry and Sherman are within. Democrats currently outnumber Republicans in registration by a two-to-one margin in the city, and independents outnumber Republicans by 40 percent. "When it gets close, when it gets into the single digits, the election day is really what matters," Kousser said. An additional question to be answered election day is the fate of Measure C. It would raise the overnight tax hotel guests pay in the city of San Diego by as much as 3.25 percent to pay for expanding the convention center, street repair and homeless services. The new poll shows the proposition with 61 percent support, 21 percent opposed and 18 percent still undecided. The measure requires two-thirds supermajority support to pass. Greg Block, a spokesman for the Measure C campaign, said he expects the support to increase as information on the proposal gets out. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," he said. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."But Michael McConnell, an advocate for the homeless who is leading the opposition, warned the measure has "loopholes and risks.""They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Political analyst John Dadian said voters can expect a barrage of ads leading to the primary, noting mail in ballots are already out. "What they're hammering in the TV commercials is the fact that this doesn't tax any San Diego residents, it's of towners," he said of the Measure C campaign. "I think that's very smart."Michael Vu, the county registrar of voters, said Tuesday about 1.3 million mail-in-ballots have been sent to San Diegans, which could comprise as much as 70 percent of the March 3 vote. 3089
