BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

BEIJING, Sept. 28 (Xinhua) -- Chinese farmers have begun to reap crops as autumn drew to a close, and the nation is expecting a good harvest this year, China's Ministry of Agriculture (MOA) said here Tuesday in a statement on its website.The forecast is based upon higher average yields and an estimate that China's planting area for autumn crops rose by 10 million Mu (about 667,000 hectares) from one year ago, said the ministry.According to figures from the MOA, a total of 386 million mu of crops had been harvested by Sept. 27, accounting for 33.3 percent of the total.In a break down of the harvest, 130 million mu of rice, or nearly 50 percent of the total rice planted, had been reaped, while 140 million mu of corn and 60.7 million mu of soybean were harvested, accounting for 28.5 percent and 46.5 percent of the total, respectively, said the MOA.The ministry also arranged for 29 million sets of farm equipment to help with the autumn harvest, it said.China's grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.In the wake of a severe drought in China's southwestern regions earlier in the year, summer grain output this year stood at 123.1 million tons, down 0.3 percent from one year ago.

BEIJING, Sept. 8 (Xinhua) -- China and Myanmar agreed on Wednesday to took the opportunity of the 60th anniversary of bilateral diplomatic ties to consolidate traditional friendship and enhance cooperation in key areas including energy and infrastructure building.Chinese President Hu Jintao and Myanmar's top leader Than Shwe reached the agreement in their one-hour-long talks in the Great Hall of the People.After a red-carpet welcome ceremony for Than Shwe, chairman of Myanmar's State Peace and Development Council, Hu told him China highly valued its relations with the country, and it was an unswerving policy of China to solidify and develop good-neighborly cooperation with Myanmar."The policy will remain unchanged regardless of changes of international situation," he added.Hu said that with the meticulous care of leaders of the elder generations of both sides, China-Myanmar relations had withstood the tests of the ever-changing world since the establishment of diplomatic ties 60 years ago."Our bilateral relations have seen consolidation and growth ever since, and has set an example for friendly relations between countries with different social systems," said the Chinese president.Hailing the profound friendship between the two countries, Than Shwe said the two countries supported and understood each other over the years, citing enhanced friendship and trust, frequent high-level visits and rapid growth of win-win cooperation in various areas.China has stuck to a peaceful development road, said the Myanmar top leader, adding China's stance on major issues such as climate change fully reflected the interests and concerns of vast developing countries.He also reiterated his government's adherence to the one-China policy.This year marks the 60th anniversary of China-Myanmar diplomatic ties. He pledged joint efforts with China to this end.Than Shwe arrived in Beijing on Tuesday afternoon to start his five-day state visit to China. China's top legislator Wu Bangguo and Premier Wen Jiabao will meet with him on Thursday.Besides Beijing, Than Shwe will also visit the 2010 Shanghai World Expo and the economic hub of Shenzhen in Guangdong province.
