SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) — Starting this month, the San Diego Zoo and Safari Park will begin requiring ticket reservations for all guests.The two parks have avoided requiring ticket reservations since reopening as an outdoor attraction last June. SeaWorld San Diego and LEGOLAND California have reopened in more limited capacities and have required reserved tickets for guests.Starting Dec. 5, the two zoos will begin to require a reservation for guests. San Diego Zoo Global says the change will be in addition to health screenings and safety measures already implemented throughout the park."Due to COVID-19, in order to keep our community safe during this time and in anticipation of high demand, the San Diego Zoo will implement a reservation system required for entry," the zoo's website reads.Ticket reservations will be required for all visitors ages 3 and older. San Diego Zoo members will need to make a reservation to visit ahead of time as well. More information on how to reserve a ticket or time can be found online.Park capacity for visitors who don't have a reservation may be subject to daily attendance limits, the park says online.Due to pandemic-related restrictions, some park experiences, exhibits, and programs are currently closed. 1254

SAN DIEGO (KGTV) - Some local Uber customers got a major case of sticker shock when they see just how much they were being charged for their rides.On Wednesday afternoon, Kelley Rowe and two others were trying to get from the airport to the convention center to get her Comic-Con badges. Rowe, who flew in from Wisconsin, clicked and approved an Uber ride for .08. Not long after, she got an alarming message. "I got a text from my credit card company asking if it was fraud. Uber tried to charge ,308 to my credit car," said Rowe.The pending charge on her credit card was 100 times the actual cost. "It was huge sticker shock. I'm sure I swore immediately," said Rowe.Her bank put a hold on the charge and the ride never happened. Her credit card was now suspended during a week she needed to use it. "I'm very lucky I had credit card attached and not a debit card," said Rowe. Others may not have been so lucky. Some customers tweeted the ride drained their accounts. According to the Washington Post, an unknown amount of riders in San Diego and Washington D.C. experienced what Uber calls a glitch from a 'known' issue.Uber called it a system error in a message sent to Rowe. The company saying the overcharges will be reversed, but Rowe says needs to be more forthcoming and apologize. "They should be explicit about what the problem was, the scope and what they're doing to prevent it in the future. SAN DIEGO (KGTV) -- School grades have been a sensitive topic between parents and their kids for as long most can probably remember.Whether you agree with a report card or not – it's used as a sign of academic performance or to highlight areas that may need improvement.With school back in session, most from a distance, teachers across California are trying to figure out how to properly measure students' learning.Back in March, when stay at home orders were announced, some school districts shifted from the traditional A to F system to credit/no credit grading."Many of them did look to what the universities were asking and what would be in the best interest of students in that before they made a decision," said Dina Wilson, division director at the Los Angeles County Office of EducationThat was five months ago and a temporary measure.A new school year is underway, and each district's current approach to grading could have an impact on students' future and finances."We want to make sure we're doing right by our kids," said San Diego County Superintendent of Schools Dr. Paul Gothold. "We don't want our kids to be at a disadvantage when they start to apply for colleges."Gothold has a strong opinion on how grading should be handled this school year."Letter grades need to be the default practice," he said.The San Diego County Office of Education provides its recommendations, but they don't have to be implemented by local districts.Gothold said while the education system needs to figure out a way to hold students harmless for learning challenges, moving away from a traditional grading system could have long-term impacts."We are putting our kids at a disadvantage if they're applying for schools nationally," he said. "Not every college, not every institution is even accepting pass/fail or credit/no credit. We've seen this in some of the art schools across the country where kids have applied and have been told they aren't going to recognize those grades."There's also the issue of grant money and scholarships.Gothold said credit/no credit had an impact on some student's finances."Kids that needed a 3.0 to qualify for Cal Grant, for those that were on track to get As and Bs to boost their GPA the second semester of their senior year, some were shut out and not eligible for that funding that they so desperately needed and deserved because of pass-fail credit/no credit," he said.Reporter Adam Racusin asked a handful of the state's largest schools what type of grading system they're using this academic year. All who responded said they were using a traditional A through F system.Back in March, the University of California implemented temporary measures which relax undergraduate admissions requirements for students looking to enroll at UC for fall 2020 and future years as applicable. According to the UC system, these measures will help mitigate some of the extraordinary challenges students and their families face in the midst of the COVID-19 pandemic.A spokesperson for the California State University said they relaxed some undergraduate admissions standards for both newly admitted students and prospective students to account for changes in grading and administration of standardized tests. 3238
