A man accused of running a multi-million dollar investment fraud scheme appeared in court for his preliminary hearing Monday.Jacob Cooper was the CEO of Total Wealth Management in San Diego. Prosecutors allege Cooper received a referral fee for placing clients’ money in certain funds.
