CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA, Calif. (CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763

CHULA VISTA, Calif. (KGTV) - The scared whimpers of a little dog which had been missing from his Eastlake home for days led to a courageous rescue by a Chula Vista firefighter Thursday morning.The 30-pound dog, Sammy, disappeared from his home in Eastlake Trails Monday, according to Chula Vista Fire Department officials.Early Thursday morning, Sammy’s family noticed sounds coming from a drainage pipe near their home on Secret Canyon Place.Family members called the fire department which responded, along with Chula Vista Public Works crews and Chula Vista Police, to find the dog in an 18-inch drainage pipe underground.Firefighter Jed Burt went down a manhole and crawled through the drainage pipe, which was roughly the size of his helmet, to reach Sammy.When the dog refused to come out on his own, Burt pushed the dog through the pipe to another manhole nearby.Video posted on the IAFF Local 2180 Chula Vista Firefighters union Instagram account shows the moment Sammy reached the surface.Sammy was reunited with his family and suffered no apparent injuries.10News is working to bring you developments in this story. 1137

  

CHULA VISTA (KGTV) -- Authorities have arrested a 44-year-old Casa De Oro man in connection with his husband's murder.According to the San Diego County Sheriff’s Department, Daniel Scott Jordan was taken into custody Thursday in Reno, Nevada following a joint agency investigation involving San Diego Sheriff’s Department, the U.S. Marshals Service (USMS) Fugitive Task Force in San Diego, and the USMS Fugitive Task Force in Reno."Jordan was booked into the Washoe County Detention Facility as a Fugitive from Justice and will await extradition to San Diego," said sheriff's Lt. Thomas Seiver.Investigators said that Jordan's husband, 38-year-old Kevin Powell, an employee of the City of Chula Vista, didn't show up for Aug. 11 "morning meetings and his supervisor became concerned.""Two sergeants with the Chula Vista Police Department went to the employee's home in the 4400 block of Carmen Drive in the unincorporated area of La Mesa to check on his welfare," said Seiver.The sergeants discovered Powell's body inside the home in the 4400 block Carmen Drive at around 1 p.m., said Seiver.Seiver said the preliminary cause of death is being withheld for investigative reasons.Anyone with information about this incident is asked to call the Sheriff's Homicide Unit at (858) 285-6330, after hours at (858) 565-5200. Children should be learning in classrooms.That was the message from Florida Gov. Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk. Because the risk, fortunately for kids, is extremely, extremely low," DeSantis said.While the governor supports having children in classrooms, he did admit that exceptions should be made for students with significant health issues, and ultimately, the choice is up to parents."Different parents have different calculations. If a parent wants to opt for virtual education, they should absolutely be able to do that. We shouldn't be forcing them to do any kind of decisions," DeSantis said.Last week, the Florida Department of Education issued an order requiring public school districts to open brick and mortar schools five days a week.However, districts have flexibility with the format of the 2020-21 academic year based on the recommendations of local health officials.There are 232,718 confirmed cases of COVID-19 in Florida as of Thursday, an increase of 8,935 cases from the day before.In addition, the number of coronavirus-related deaths in Florida jumped to 4,009 on Thursday, a record increase of 120 deaths in just one day.WPTV's Matt Papaycik first reported this story. 2600
