URUMQI, Sept. 4 (Xinhua) -- A senior government official said Friday the situation in Urumqi, the capital city of northwest China's Xinjiang Uygur Autonomous Region, was under control after local residents had taken to the streets over two days to protest against hypodermic syringe attacks.     There were no major protests in the city Friday, a day after massive protests that left five people dead Thursday, said Executive Deputy Mayor Zhang Hong. Five people have been confirmed dead and 14 others injured and hospitalized following Thursday's protests, Zhang said.     Of the five dead, two had been confirmed as innocent civilians, while police are trying to identify the remaining three.     He said investigations showed those carrying out the syringe attacks were from the Uygur ethnic group while the attacked included Han Chinese and other ethnic groups. By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Zhang said the attacks were premeditated and organized to create terror in society.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad are not willing to see ethnic unity and their failure when the July 5 violence died down quickly," he said. "So they are using 'soft violence' to disrupt social order and instigate ethnic hatred."     China's Public Security Minister Meng Jianzhu arrived in Urumqi Friday to direct work to defuse ongoing unrest in the city.     Meng, also a State Councillor, urged local governments and Communist Party of China (CPC) committees at all levels in Xinjiang "to restore social order as soon as possible."     "Maintaining stability is the central task of overriding importance in Xinjiang at the present time," he said in a meeting with local officials.     Meng said the spate of syringe attacks, which were premeditated, masterminded and conducted by law-breakers and instigated by ethnic separatist forces, were a continuation of the July 5 riot in the city which left 197 people dead. He said the separatists' purpose was to undermine ethnic unity.

NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.

BEIJING, Aug. 17 (Xinhua) -- State-run companies in China should stick to the leadership of the Communist Party of China (CPC), Vice President Xi Jinping said Monday.     Xi made the remarks at a meeting held here to promote Party building in China's state-run enterprises.     Party building lay at the core of the competitiveness of state-run enterprises, Xi said, adding that "the CPC's leadership over the enterprises should be upheld unswervingly... in order to help enterprises retain scientific development".     Li Yuanchao, head of the Organization Department of the CPC Central Committee, said at the meeting that bosses of the state-run companies headquartered in Beijing should increase the Party organs' involvement in the companies' decision-making process.     Party organs should participate in the process of the state-run companies' major decisions made by the companies' board meeting to ensure that they could play supervising functions, Li said.     Meanwhile, He Yong, deputy secretary of CPC Central Commission for Discipline Inspection (CCDI), urged the bosses of the country's state-run companies to be cleanhanded.     Restrictions and supervision over power should be intensified for the main leaders of the companies, He said, adding that the anti-corruption effort inside the state-run companies was an important part of the mechanism's construction.     The state-run companies' bosses should also enhance their discipline education and loyalty to the Party, the official said.     The anti-corruption effort in the state-run companies came after former chairman of Sinopec Chen Tonghai was sentenced to death last month with a two-year reprieve for taking huge bribes.     Chen took about 195.73 million yuan (28.66 million U.S. dollars) in bribes from 1999 to June 2007 by taking advantage of his positions in Sinopec, one of the country's major oil refiners.     Also present at Monday's meeting was Vice Premier Zhang Dejiang, who stressed that the top priority of state-run enterprises at the moment was to maintain steady and relatively fast development.

  

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.
