EL CAJON, Calif. - A plane made an emergency landing Friday on westbound Interstate 8, according to the California Highway Patrol.A student pilot and instructor from California Flight Academy were above El Cajon and had engine trouble about 11:15 a.m., the CHP reported.Both men were trying to land at Gillespie Field but were forced to touch down on the freeway. The instructor took over the controls and landed safely in lanes near Second Ave.No cars were hit and no one was injured. DETROIT, Michigan — At his annual State of the City address last year, Detroit Mayor Mike Duggan applauded his police department for continuing to drop the average response time for 911 calls inside the city."It's a far cry from the days when 911 calls averaged 30 minutes," Duggan said to applause. Now, according to police officials, officers arrive on the scene in about 12 minutes, sometimes sooner.But don't tell that to the mother of a young woman who called 911 again and again last month, only to have police show up days later."It failed for us," she said through tears.The mother asked that we conceal her face to protect the identity of her daughter, who she says is the victim of a crime.The trouble started on the afternoon of September 15.  The mother, who we'll call Sandra, was visiting her young adult daughter on Detroit's west side when she heard screaming as she stepped out of her car."I run up to the door because I realized it was my daughter," she said.
