SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628

SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese.The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information.The diocese spokesperson did not have information about whether San Diego Police had been contacted.If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. She adds that several sexually violent predators have been placed in East County in recent years and in some cases, the convicts ended up violating the conditions of their placement.In a letter to Judge David M.
