SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720

SAN DIEGO (KGTV) — A Good Samaritan discovered a cat and her 11 kittens inside a downtown dumpster San Diego recently.The San Diego Humane Society said it's now caring for the cat and her kittens, which is a rare size for any litter.“A healthy litter this size is incredibly uncommon and certainly not something we see every day in the nursery,” said Jackie Noble, SDHS kitten nursery manager.RELATED: East County woman loses hundreds of dollars in pet scamThe Good Samaritan told SDHS it didn't appear the cat was dumped there and may have been using the dumpster as a safe place to hide and care for her kittens.SDHS said the animals are all in good health. The animals will remain there until the kittens are ready to be put up for adoption and the mother is spayed."As cute as the kittens are, a litter this large highlights the importance of spaying and neutering. SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on. SAN DIEGO (KGTV) - A first-of-its-kind residential tower opened in San Diego this week.The 300-unit Palisade UTC complex is located right on the Westfield UTC mall's property. It offers an expansive pool, bar area, community room, open-air gym, and a lounge on the 23rd floor, with views to the coast. "The goal was to have multiple spaces, again, that would be like staying at a four or five star resort," said Jerry Brand, executive director of developer Greystar. The building will be among the most expensive in San Diego County.Studios start at ,750 a month, while two-bedroom units start at ,300. The penthouse is advertised for ,000 per month. It also includes 30 affordable units. Analysts say luxury buildings like Palisade can play a role in easing all of the region's housing crunch. "A substantial portion of the people moving into, like, the new projects downtown are actually vacating the older projects and moving up, so the luxury projects that are going up are really helping the housing situation," said Alan Nevin, director of economic research at Xpera Group.
