This is a problem that's not going away."New Haven police said one person is in custody.Rick Fontana, director of Emergency Operations for New Haven, said the patients had symptoms of increased heart rates, decreased respiratory rates and a lot of vomiting. Some people were unconscious, others were semi-conscious.No one has died, but two individuals are considered to be in serious, life-threatening condition. Some individuals who were released from the hospital needed to be treated a second time for an additional apparent overdose, Fontana said.K2 is a synthetic cannabinoid related to marijuana that is frequently laced with other drugs, said Dr. Sandy Bogucki of the Yale School of Public Health.In two cases, Narcan was not effective in the field, but a high dose of Narcan at the hospital was effective in combating the overdose effects. Authorities confirm the substance was synthetic cannabis and that other drugs weren't involved in the substance.The response from emergency responders has been "tremendous," Fontana said.He said authorities have been treating and sometimes transporting six or seven people at one time and the actions of first responders have been "lifesaving.""We hope this is coming to an end, but it's too early to tell."The-CNN-Wire 2162

The sand was used to create a berm along the west side of the beach, closest to the homes, that could protect against storm surges of up to 15 feet while more sand was placed along the shoreline, extending the beach and moving the waves further away from properties.“I think the beach replenishment project is very important,” said Nee Jersey Department of Environmental Protection chief resiliency officer Dave Rosenblatt. “Without it, we would’ve expected to see a lot more damage from Sandy and frankly, normal nor’easters.”Superstorm Sandy in the fall of 2012 was the catalyst for the project. The storm’s worst damage was felt about 100 miles north of Margate where the boardwalk was ripped up and homes were left without power for days, and in some cases, weeks.“After Sandy, it was very easy to compare the areas that had beach replenishments and dunes to those that did not,” said Rosenblatt.But Margate is just an example of several coastal cities around the country that are doing things differently.“As the sea level rises, most people are more worried about what’s going to be underwater. That’s not as important as the flood plane is expanding,” said Galen Newman, associate professor of Landscape Architecture and Urban Planning at Texas A&M. “I think there are many cities exploring options.”After Hurricane Harvey, Houston built more greenspace in its downtown area so water could better drain. On the Texas coast, near Galveston, engineers have been considering a dike to stop flooding. After Hurricane Ike in 2008, the area withstood billions in damages, and experts worry the next strong storm to target the area could cause catastrophic effects to the economy as the area is America's leading producer of petroleum.Furthermore, in parts of Florida, new building codes now mandate buildings withstand winds of up to 130 MPH,, a low-end Category 4 hurricane. Authorities have removed 23 passengers from a Carnival Cruise Line ship in Australia after a series of brawls, New South Wales police and Carnival said in statements.Cellphone video from the ship shows passengers tussling with each other, and with security officers, outside a nightclub and by a swimming pool amid shouting and screams from alarmed onlookers.Carnival said police on Friday removed "a large family group who had been involved in disruptive acts aboard Carnival Legend. Our security team responded in several instances to extremely unruly behavior by these guests. One particular altercation in the nightclub began when the group physically attacked other guests."Police said they were told several men fought in the early morning hours Friday while the ship was about 220 kilometers (137 miles) off Jervis Bay. Ashley Meadows has a tough job. As the gallery guide coordinator at the Hirshhorn Museum in Washington DC, she tries to get people to talk about modern and contemporary art.Consider the look of panic on people's faces when they're urged to express an opinion about a Jackson Pollock painting."It's hard to start a conversation with a stranger," Meadows, 33, said.But these days she has an ally in her efforts: a small humanoid robot named Pepper.The human-shaped robot stands four feet tall on one tapered leg, a shiny white body and big puppy dog-like eyes.Tucked into the curves of the Smithsonian's brutalist modern art temple, Meadows watches Pepper entertain guests. It dips at the waist, plays music and offers to take selfies -- the most popular of Pepper's tricks.This particular Pepper is one of a 25 strong army of robots at The Hirshhorn Museum and three other Smithsonians in the city, including The African Museum of Art, the African American Museum of History and Culture and the Smithsonian Castle.The robots made their debut this week.Pepper was donated by its manufacturer, the Japanese company Softbank Robotics.Pepper, first unveiled in 2014 in Japan, can be programmed for different use cases, whether it's at restaurant chain Pizza Hut, airports or now museums.But Pepper has limited functionality. It won't go off script but can tell guests a story, give them more information about a piece of art or "do something fun," like play music and dance with guests.Rachel Goslins, Smithsonian's director for the Arts and Industries Building, hopes Pepper's presence will encourage people to be more engaged as they walk through the galleries."I'm the mother of the robots," Goslins said.She decides which museums they're stationed at and and what they do. They're typically positioned in spots where she hopes for increased traffic or for people to linger longer."They're attracted to the robots like a magnet," Golsins said of its success so far.Pepper has already doubled foot traffic to a frequently missed section of the Museum of African American History and Culture -- the second floor educational gallery.But Pepper isn't perfect. Some visitors complained the robot couldn't speak or understand any language besides English. Others repeatedly asked Pepper questions it couldn't answer.Each Pepper robot has bodyguards to make sure the system is properly functioning, its software is updated to protect against hacking and that people don't harm the machines themselves.After entertaining visitors for most of the morning, Meadows powered down Pepper for a rest. The robot's eyes went dark and its white form slumped over like a puppet released from its strings."Say bye, Pepper!" said Meadows, wheeling the robot off the floor. 2758
