SAN DIEGO (KGTV) — The San Diego Sheriff's Department says it has resumed conducting pre-pandemic evictions but continues to make that decision on a case-by-case basis.The department said in a statement that it served 12 evictions in July."The priority of enforcement focused on vacant locations or locations with reports of criminal activity. When possible, deputies conducted pre-eviction interviews and offered community resources to those who may need them at the pre-eviction interview and on the day of the lockout," SDSO's statement read.Of the 12 evictions last month, one was at a commercial property and 11 were at residential properties.Of the 11 properties, six were occupied and five were abandoned, SDSO said. In four of the six properties, deputies said criminal activities had taken place at the residences.At the fifth location, deputies say they found an elderly woman who was suffering from mental illness with health concerns and living with no heat or water. She was taken to a hospital.SDSO said the court order for the sixth location was about to expire so it had to be served.Last month, San Diego City Council leaders voted to extend a rent payback period on renters who have lost income due to COVID-19 until December 30. Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19. 1380

SAN DIEGO (KGTV) - The U.S. Coast Guard reports sightings of a whale in San Diego Bay.Several pictures were posted online by San Diego Floating Lab, which is located off Shelter Island in America's Cup Harbor.Captain Rick Scott of Ocean Odyssey took the photos. An employee at the business said it's common for juvenile whales to enter the bay, but they tend to find their way back out.The Coast Guard has not determined what type of whale is in the bay.Watch a Facebook live of the whale in the player below: Have you seen the whale? SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. If you'd like to be a part of the next Lucky 13, Tri-City will accept applications from February through the end of June. The program is free and anyone can apply. 1201

  

SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The facility would face east, allowing golfers to tee off facing the downtown skyline.RELATED: Gaslamp Quarter thoroughfare may become a promenadeAn August economic analysis by London Moeder Advisors said a Topgolf location at the site could support about 500 permanent jobs and provide about million in economic impact once completed. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. The location could also include public viewing areas and shared parking options.10News reached out to Topgolf for comment, but has not yet heard back.In 2015, the Port sought development ideas for Harbor Island. It received six proposals, including one from Topgolf, documents show. 2072
