RICHMOND, Va. (AP) — A judge has ordered rapper Kanye West's name to be removed from presidential ballots in Virginia. Richmond Circuit Court Judge Joi Taylor issued an order Thursday saying West was disqualified because he had failed to meet the requirement that 13 people in the state pledge support for his campaign. The West campaign submitted 13 such "Elector Oaths," but the judge declared 11 of them invalid. The judge added that some were obtained "by improper, fraudulent and/or misleading means." 514

SACRAMENTO, Calif. (AP) — California has launched a state-sponsored retirement plan targeting employers who don't have options for their workers. It's part of a state law requiring companies with at least five California-based employees to offer a retirement plan. As many as 300,000 businesses must comply by 2022.One option is CalSavers, which launched July 1. Companies who sign up for the plan would supply a list of their employees. CalSavers would automatically enroll them and then employers would deduct 5% from their paychecks into a retirement account. Workers can opt out of the plan or choose a different savings rate.California Treasurer Fiona Ma says the program will help people "retire with dignity."A recent study by the University of California-Berkeley says half of the state's private sector workers have no retirement assets. 853

SACRAMENTO, Calif. (AP) — A California appeals court has ordered state corrections officials to cut the population of one of the world’s most famous prisons to less than half of its designed capacity. It cited officials’ “deliberate indifference” to the plight of inmates during the coronavirus pandemic. State prison officials said Wednesday that they are deciding whether to appeal. Otherwise, the order will force them to parole or transfer about 1,100 inmates serving time in San Quentin State Prison north of San Francisco. California’s oldest prison, home to its death row, was the site of one of the nation’s worst coronavirus outbreaks, with 28 inmate deaths and 2,200 infections. 696

SACRAMENTO, Calif. (AP) — Sparks from a hammer driving a metal stake into the ground ignited a 2018 blaze in Northern California that killed a firefighter and became the largest wildland fire in state history, officials said Thursday. The blaze started July 17, 2018, in Mendocino County and quickly spread, aided by dry vegetation, strong winds and hot temperatures. It spread to Colusa, Glenn and Lake counties, the California Department of Forestry and Fire Protection said. The fire burned a total of 640 square miles (1,660 square kilometers), much of it in the Mendocino National Forest, making it the largest wildland fire, or fire on undeveloped land, in state history. It also destroyed nearly 160 homes and killed a firefighter from Utah.Cal Fire did not identify the person who ignited the blaze. It said no charges will be filed. The Ranch fire was one of two side-by-side blazes dubbed the Mendocino Complex. The fires burned more than 700 square miles (1,813 square kilometers) of grass, brush and timber before they were contained. That's an area more than twice the size of New York City. 1109
