NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it. If the state is in a position to reimburse them for it, we will," he said. NEW YORK (AP) — It's OK to eat some romaine lettuce again, U.S. health officials said. Just check the label.The Food and Drug Administration narrowed its blanket warning from last week, when it said people shouldn't eat any type of romaine because of an E. coli outbreak. The agency said Monday that romaine recently harvested in Arizona, Florida, Mexico and California's Imperial Valley is OK to eat. It says romaine from those places wasn't yet shipping when the illnesses began.It says the tainted romaine appears to have come from the Central Coast region of California.The produce industry agreed to start putting harvest dates and regions on labels. For romaine that doesn't come in packaging, grocers and retailers are being asked to post the information by the register.The FDA warned Americans not to eat romaine that isn't labeled with that information, and it said it had commitments from the industry that such labeling will become standard for romaine. It also noted hydroponically grown romaine and romaine grown in greenhouses isn't implicated in the outbreak.The labeling arrangement was worked out as the produce industry called on the FDA to quickly narrow the scope of its warning so it wouldn't have to waste freshly harvested romaine. An industry group said people can expect to start seeing labels as early as this week. It noted the labels are voluntary, and that it will monitor whether to expand the measure to other leafy greens and produce.Robert Whitaker, chief science officer of the Produce Marketing Association, said labeling for romaine could help limit the scope of future alerts and rebuild public trust after other outbreaks."Romaine as a category has had a year that's been unfortunate," Whitaker said.The FDA still hasn't identified a source of contamination in the latest outbreak. There have been no reported deaths, but health officials say 43 people in 12 states have been sickened. Twenty-two people in Canada were also sickened.Even though romaine from the Yuma, Arizona, region is not implicated in the current outbreak, it was blamed for an E. coli outbreak this spring that sickened more than 200 people and killed five. Contaminated irrigation water near a cattle lot was later identified as the likely source.Leafy greens were also blamed for an E. coli outbreak last year. U.S. investigators never specified which salad green might be to blame for those illnesses, which happened around the same time of year as the current outbreak. But officials in Canada identified romaine as a common source of illnesses there.The produce industry is aware the problem is recurring, said Jennifer McEntire of the United Fresh Produce Association."To have something repeat in this way, there simply must be some environmental source that persisted," she said. "The question now is, can we find it?"Growers and handlers in the region tightened food safety measures after the outbreak this spring, the industry says. Steps include expanding buffer zones between cattle lots and produce fields. But McEntire said it's not known for sure how the romaine became contaminated in the Yuma outbreak. Another possibility, she said, is that winds blew dust from the cattle lot onto produce.McEntire said the industry is considering multiple theories, including whether there is something about romaine that makes it more susceptible to contamination. Compared with iceberg lettuce, she noted its leaves are more open, thus exposing more surface area.Romaine harvesting just recently began shifting from the Central Coast growing regions in central and northern California to other regions. Since romaine has a shelf life of about 21 days, health officials said last week they believed contaminated romaine could still be on the market or in people's homes.Food poisoning outbreaks from leafy greens are not unusual. But after a 2006 outbreak linked to spinach, the produce industry took steps it believed would limit large scale outbreaks, said Timothy Lytton, a Georgia State University law professor. New research released today from the Insurance Institute for Highway Safety says that vehicular crashes have increased in states where recreational marijuana is legal.The nonprofit organization took crash data from four states where recreational pot is legal: Nevada, Oregon, Washington and Colorado.The findings revealed crashes were up as much as 6 percent, when compared with adjacent states that don't have legalized marijuana.Now, the research doesn't prove marijuana is directly responsible for the increase, but it does show a correlation.  The organization’s president says we should all take these numbers as an early warning sign.“The real key is not so much the magnitude of the number as it is the direction we're seeing,” says David Harkey, president at Insurance Institute for Highway Safety. “And that we think this is a really good early indicator of the potential issues associated with this policy change of recreational use of marijuana.”There are still a lot of unknowns regarding marijuana in terms of how it affects the human body. For example, when someone is drunk, you can measure their blood alcohol content with a breathalyzer. However, there is no equivalent real-time test for measuring THC, the psychoactive component in marijuana. 1279

  

NEW YORK -- A bodega clerk who was attacked by a customer in New York City is concerned mask laws will get someone killed, he said Sunday.Javier Franco and Aneuri Castillo were in a Morrisania bodega several weeks ago when they were attacked. Franco was stacking the shelves when he asked a customer to put on a mask. The customer punched him in the face.“The mask law is going to get someone killed," Franco said. "We are doing our best trying to obey the law so we don’t lose our liquor license, but it seems we could lose our life instead."Castillo was smacked in a mask confrontation with a customer."This was shocking to me," he said. "I tried to do what the governor asked us. I told him it was the law. I’m scared! Maybe he’ll come back and shoot me. It’s so hard coming to work not knowing how the day will go. I have a family and they need me, I don’t want to die in the bodega."United Bodegas of America spokesman Fernando Mateo said both incidents happened within minutes of one another. He said they're meeting with NYPD Commissioner Dermot Shea soon to address their concerns.“The mayor and the governor have a responsibility to keep us all safe," he said. NEW YORK (AP) — U.S. health officials are dropping a controversial piece of coronavirus guidance and telling all those who have been in close contact with infected people to get tested.The Centers for Disease Control and Prevention (CDC) essentially returned to its previous guidance about such tests."Due to the significance of asymptomatic and pre-symptomatic transmission, this guidance further reinforces the need to test asymptomatic persons, including close contacts of a person with documented SARS-CoV-2 infection," the CDC wrote in a "clarification" posted Friday. With the change, the CDC got rid of language posted last month that said people who didn’t feel sick didn’t need to get tested.That August change set off a rash of criticism from health experts who couldn’t fathom why the nation’s top public health agency would say such a thing amid a pandemic that has been difficult to control.The New York Times reports that last month's change was not actually written by CDC scientists and was posted to the agency’s website despite their serious objections. It reportedly came from the Department of Health and Human Services.The CDC website now says testing is recommended for all close contacts of persons with SARS-CoV-2 infection. "Because of the potential for asymptomatic and pre-symptomatic transmission, it is important that contacts of individuals with SARS-CoV-2 infection be quickly identified and tested," the agency writes. 1458
