SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. She also points out that the plan has been endorsed by the San Diego Taxpayers Association.Despite those reassurances, many residents within the district, which is the county's third largest and encompasses the city of Poway and large portions of Inland Northern San Diego, have expressed concern, saying they will not vote for Measure P. That means she'll be part of the "Animals in Action" program, which gives visitors a closer view and more interactive experience with zoo animals.Many visitors are surprised to see dogs in the habitat with cheetahs, but experts say the dogs help young cheetahs adjust, play, and learn how to interact with humans.The training can take months. "We don't just throw them in together," explained Charmaine Davis, who heads the program. "It's a process. It's all this passive training, day by day."Davis says they use dogs of several different breeds. More important is to find dogs which are the appropriate size to play with a cheetah, not too big or too small.Davis says the zoo is proud to use rescue dogs. "We try, best we can, to find them in the local shelters, giving them a forever home here at the San Diego Zoo with a beautiful, spotted cheetah." 1595

I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) - The bomb squad was called to the 2300 block of Meadow Lark Drive around 6:20 p.m. after a man reported he found WWII-era Japanese grenades.The man, Mike Carter, is a former Marine and said his training kicked in when he found the three gnarled pieces of metal."I just figured it would be the right thing to do to dispose of them properly and not throw them in the trash," Carter said.He is a hobbyist, buying items like radio-controlled cars, helicopters and other toys, and then he sells them online. One remote control helicopter that he said he paid for is actually valued closer to ,500.This was his second time buying a storage locker and his interest was piqued by a Saturn IV Rocket. With it came a wooden box he put in the bed of his truck.As he worked his way through the items inside, he came across the bombs.Carter said he took a picture of them, then put them back where he found them and called the bomb squad.He said he was never nervous about them exploding, saying they've been around at least 75 years.His street was shut down for about an hour.
