SAN DIEGO (KGTV) — San Diego restaurants are taking extra precautions, and going out of their way to care for the most vulnerable neighbors during the stay at home order.Victor Lopez, owner of El Pollo Grill, said he's delivering free meals to seniors in need. "Today we're actually going to send 10 more right now," Lopez said. They've served about 90 customers in three days. The hit right now is 30 percent, but Lopez said the 37 year old business is focused on community. Across town, D.Z. Akin's is also worried about their customers, "we try between every customer to sanitize ourselves, sanitize the pens, sanitize the counters." Son of the founders, Elan Akin, said he often sees an older crowd.Customers, like Philip McCabe, say they normally see more people. The lunch rush Wednesday mean about 7 people standing in the deli with lots of space in between. It was founded by a couple who fell in love at an LA butcher shop.They've expanded their College Area business five times and enjoyed some famous diners, from Tony Gwynn, to Alex Trebek. SAN DIEGO (KGTV) — Since the start of the pandemic, there have been more than 240 community outbreaks in San Diego County. But despite calls from the public, county leaders continue to keep the exact locations secret.After public records requests from news outlets, the county released a list this week showing all the confirmed outbreaks until Sept. 1.The list reveals one outbreak at a San Diego business led to 175 infections. Another outbreak at a Chula Vista adult day care was linked to three deaths. But the addresses and business names are redacted.Many ABC 10News viewers have said they would like detailed information about the location of outbreaks to better inform decisions on where they visit.The county has resisted those calls, citing several reasons.The first reason has to do with contact tracing. County leaders say tracers often encounter people who are reluctant to provide information out of concern it will harm their business or organization.They say it’s useful tracers are able to assure people the business names will be kept confidential.“Contact tracing only works when those that are being interviewed are completely honest and forthcoming with relevant information,” the county wrote in a letter attached to the public records request.“Releasing the names of these locations and the addresses will have a chilling effect on the open communication necessary to ensure the Public Health Officer is able to effectively combat active outbreaks,” the county added.Los Angeles County does it differently. Health officials there post the names and addresses of all outbreak locations at workplaces, food, and retail stores.An outbreak is defined as three or more cases among members of different households who visited the same location within a 14-day period.San Diego County Public Health Officer Dr. Wilma Wooten said LA’s approach is unique.“LA does not have the capacity to do the contact tracing investigations the way that we do them,” she said in a press conference last month. “If you call any other health department in Southern California, no other health department does what LA does.”At times, San Diego County has identified the locations of outbreaks, including announcing in late July an outbreak at a fitness facility called The Gym in Pacific Beach.At the time, The Gym was defying public health orders, but has since gotten permission to reopen.San Diego County has also revealed locations of outbreaks from other diseases.In 2017, the county identified a Pacific Beach restaurant where there was a Hepatitis A outbreak. It regularly names schools with cases of tuberculosis.“We would release or have a press release related to an outbreak if there was additional information that the public would need to take actions,” Dr. Wooten said.County officials say they only reveal locations when they need help identifying people who may be exposed.In many cases, by the time an outbreak is confirmed, the county says the active threat is over.That’s because on average, the list reveals it takes 25 days to confirm the presence of three or more cases.“In most instances, the outbreak location information is reported and added to this list well after the outbreak has already taken place, so releasing the names now would do little to protect the public, especially when the business is cooperating with the Public Health Officer, exposed individuals have been notified, and measures have been taken to mitigate the risk of an additional outbreak,” the county said in its letter explaining the redactions in the public records request.Then there’s a privacy argument. County leaders say that in some cases revealing locations would make it easy to determine the people who had fallen ill.Finally, Dr. Wooten said she doesn’t want the public to get the impression that the virus is only contained in locations where outbreaks have occurred.When there's an outbreak of another disease, cases tend to be very localized. COVID-19 is different, she said.“The virus is widespread. People should not get false complacency,” said Dr. Wooten. 4079

SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order. SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans. "As young people, we need somebody who understands the dynamic and the perspective that we are coming from," says Glass Blake.Glass Blake says that while she knows Jacobs will work hard to represent all members of her district, she also realizes the importance of serving as a young woman in Congress. "It’s very important to have not just diversity in race and gender, but diversity in age and diversity in thought," she added.Jacobs has been congratulated by other members of San Diego's congressional delegation, as well as by House Speaker Nancy Pelosi. 1551
