SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out. SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) - Students from around San Diego are using a modern medium to learn and inspire.The Cesar Chavez Service Clubs, which has chapters at 22 local schools, has launched the "Chavistas Podcast."Once a month, they interview a local leader, learning that person's story. They hope it can inspire other kids to reach for the stars."We feel that, as a community of Chavistas, that we can get a good message of community out there," say Ariana Gallegos, the club supervisor.Gallegos has a background in radio broadcasting and uses that to help the kids craft their interviews."It's a beautiful experience that I get to bring the students to a setting that sometimes is hard to be at," says Galleos. "But it allows them to see that if I can do it, you can do it."Students in the club say it's been a fun experience. They hope other kids will listen and learn."When it turnes out good, it's really nice, just feeling like you accomplished something good," says Wilson Elementary 7th Grader Mecklin Montgomery.
