SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. "If just 10 percent of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."RELATED: Abandoned church in San Ysidro to be turned into affordable housingFollowing Tuesday's announcement, pastor Gerald Brown echoed UPLIFT's sentiment.“Churches in our community want to be a part of the solution when it comes to the housing crisis,” Brown said. “This important reform allows us to continue serving our communities in the best way possible, while providing the affordable housing that is so desperately needed.”City leaders also changed municipal code to allow continuing care retirement communities in zones that currently allow multifamily housing and as a conditional use in single family residential zones. The reforms also removed a requirement of an additional permit for multifamily residential developments that involves arranging to allow underground parking. 2369

According to CHP, the shooting happened on I-8 near Waring Road around 8:30 p.m. CHP says an unknown vehicle began firing rounds at the victim. SAN DIEGO (KGTV) - As re-closures loom in San Diego County, anxiety is building.Licensed Psychologist Dr. Michelle Carcel said she and other colleagues noticed higher anxiety and depression among those who are isolating."Then there's the reality of, 'okay the cases are surging and things are starting to shut down again,' so there is that isolation anxiety," Dr. Carcel said, explaining we are pack animals and can feel in danger if alone for extended periods of time.She said on the flip side, some are feeling a sense of comfort in a new routine that's taking root, as we enter the fourth month of the pandemic.The possibility of all indoor activities getting shut down Monday threatens that new normal many have created.Dr. Carcel said there are still options to get together, "we can get creative with this. There's hiking outdoors, there's biking we can do. All of that within the context of social distancing." Another anxiety is the job market. While unemployment is down for the sixth straight week, SANDAG said 200,000 San Diegans are still out of work.Dr. Carcel acknowledges these times are hard but it is important to have hope. "We're just constantly thinking in absolutes, 'Oh it will never reopen. It will never get better,' that is a very bad way to think, we actually want to think about this being temporary because it will be."She impressed the importance of vaccines being developed at light speed and suggested those who are anxious about the re-closures should create a game plan."We talk about a cope ahead plan on specific things we can do in lieu of things we are currently enjoying if things shut down again so that we're not disappointed," Dr. Carcel said.She reminded us this is temporary, and we will make it through. 1755

  

SAN DIEGO (KGTV) - As we continue to work through the pandemic, a couple of Carmel Valley kids are working to spread “some good news” for San Diegans. Brothers Zach and Asher Swazey are putting together their own newscasts.Its called “SGN San Diego.” The newscast is filled with good news.“You want to have something that will affect people in a positive way,” says 13-year-old Zach.The brothers are now working on episode two. They say it was a lot of work putting everything together.“It took us 2-3 weeks,” says ten-year-old Asher. “We went through multiple stages of editing. It took a little of time to make the script and film.”The boys say they were inspired to start SGN San Diego after watching actor and filmmaker John Krasinski on Youtube.The boys say their video is getting more views, but their headline is to make people feel good.“When you’re making a YouTube channel, it’s not about how many likes you get or how many subscribers, it’s how it affects people.”The brothers say their parents are also a big help. SAN DIEGO (KGTV) -- Crews quickly put out a brush fire that erupted near Interstate 15 in the Rainbow area of north San Diego County.The fire was reported in an area off I-15, near Old Hwy 395 and Rainbow Valley Boulevard, just after 1:30 p.m. Monday, according to the California Highway Patrol.According to Cal Fire San Diego, the fire burned at least one acre with a moderate rate of spread. By 2:15 p.m., crews were able to douse the blaze before it spread any further.The cause of the fire is under investigation. 525
