OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

Ohio State's board of trustees is debating the fate of football coach Urban Meyer, who could face disciplinary action over his handling of domestic violence allegations against one of his former assistants.The board of trustees held a meeting private Wednesday to discuss a possible punishment against Meyer.Meyer has been accused of turning a blind eye to alleged domestic violence committed by Zach Smith, his wide receivers coach at both Ohio State and Florida. Smith was fired by Ohio State in late July when his ex-wife filed a domestic violence civil protection order.A day after Smith's firing, Meyer told reporters at Big Ten Media Days in Chicago that he was not aware of any allegations against Smith. Reports later indicate that Meyer's wife and wives of other coaches were aware of the allegations against Smith.Meyer then acknowledged in a statement that he misled reporters about his knowledge of Smith's allegations.  950

Opioids take about 2.5 months off our lives, according to a new analysis published in the medical journal JAMA.In 2015, American life expectancy dropped for the first time since 1993. Public health officials have hypothesized that opioids reduced life expectancy for non-Hispanic white people in the United States from 2000 to 2014. Researchers have now quantified how much opioids are shortening US life spans.The researchers noted that the number of opioid overdose deaths are probably underestimated because of gaps in how death certificates are completed.From 2000 to 2015, death rates due to heart disease, diabetes and other key causes declined, adding 2.25 years to US life expectancy. But increases in deaths from Alzheimer's disease, suicide and other causes offset some of those gains. On average, Americans can now expect to live 78.8 years, according to data from 2015, the most recent data available. That's a statistically significant drop of 0.1 year, about a month, from the previous year.Women can still expect to live longer than men -- 81.2 years vs. 76.3 years -- but both of those estimates were lower in 2015 than they were in 2014.Life expectancy at age 65 remained the same in 2015.
