BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions.The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.

Chan from the Prince of Wales Hospital in Hong Kong.Statistics from the Ministry of Health show that 1.27 billion Chinese, or 95 percent of the country's population, are covered by basic medical insurance programs.However, private medical insurance accounts for less than 2 percent of the country's health care financing, while private insurance in other countries stands at an average of 20 percent."With the increasing demand for quality health care, there will be higher demand for commercial insurance. With more private health funding in the system, we can increase the quality," Prof. Chan said.Government health care expenditures should be directed toward those who can't afford health care at all, while commercial insurance should cover the needs of those who can afford to purchase it, Prof. Chan said."We need to have different approaches combined together to revamp the current health insurance structure in China," he said."If you want to raise the quality of health care, you need to have the responsibility from the government, the individuals and the insurance system," he added.While China may need to promote its commercial health insurance, in India, the situation is different. Though many medical tourists choose India as their destination for affordable care, health insurance is uncommon in the country.While patients typically pay out of their own pockets for routine care, it is estimated that over 300 million Indians out of a population of 1.2 billion still live on less than one U.S. dollar per day.

  

BEIJING, Jan. 1 (Xinhua) -- State Grid Corporation of China (SGCC), the country's largest power supplier, said Sunday it has put to trial operation a cross-border electricity transmission project in northeastern Heilongjiang province to supply Chinese with Russia's electric power exports.The electric power SGCC purchased from Russia began reaching Chinese customers late Saturday night after the completion of the direct-current back-to-back networking substation, or called "the trans-Amur project" by Russians, SGCC said in a statement on its website.The trial operation will last 168 hours, SGCC said in the statement.With a transmission capacity of 750 mega-watts, the electricity transmission project is China's biggest cross-border power line, according to SGCC."The implementation of the project will gain experience for the expansion of Sino-Russian energy cooperation and help promote the economic development for both countries," SGCC said.The project is also part of the Sino-Russian energy and trade cooperation.Russian Deputy Energy Minister Andrei Shishkin said in June 2011 that the transmission project would increase Russia's power supply to five or six billion kilowatt hours of electricity to China and Russia intended to increase its electricity supply to China in the coming years.Russian companies plan export 60 billion kwh of electricity to China by 2020. Power plants will be built along its border with China to reduce power transmission losses and reduce transportation costs.Also on Sunday, an oil pipeline linking Russia's far east and northeast China witnessed its one year anniversary of operation, as operators announced an accumulated 15 million tonnes of oil had been transported into China in 2011.

  

PARIS, Oct. 1 (Xinhua) -- People come to the French capital will be able to enjoy a new public service by leasing electric cars in the urban region from Sunday.This car-sharing system is aimed to reduce the number of private cars as well as restrain pollution, according to the Paris municipal government.The plan, dubbed "the Autolib" system, is similar to already functioning "velib system" which is a large-scale public bicycle sharing system in Paris launched in 2007.The first experimental stage of the Autolib project is said to last two month with 66 cars at 33 stations around the city.Costumers can pay between 5 euros and 7 euros (6.7-9.4 U.S. dollars) for every half-hour use or register for a yearly, weekly or 24-hour package with different cost and necessary identity cards, driving licences and an uncashed deposit.Once fully charged, the four-seated "Bluecar" can reach a top speed of 130 km an hour and has a range of 250 km with a single charge.In order to encourage short journey rather than long trip around the capital, Paris administration wants to expand the system to a 250-car team by this December, and then to 2,000 by next summer.
