Spring Valley, Calif. (KGTV) - The new Homeless Assistance Resource Team is expanding to battle the growing homeless population, according to the San Diego County Sheriff's Department. The program started in June. Their goal is to connect homeless people with services, like getting a driver's license, food stamps, or healthcare."It's not new to the sheriff's department, but having three full time deputies assigned to the mission is new." Deputy Matthew Faddis said they accompany the myriad of service agencies on their mission into obscure parts of town known to house homeless people.Faddis said it was to ensure the social workers, nurses and other workers' safety, and make them feel comfortable to do their job.Deputy Faddis said the department is working to help more people, "starting out doing this about once a week, we hope to expand that and eventually get the full time team doing this every single day."In Spring Valley, 10News walked with the team down into a concrete canal covered in graffiti. The couple they spoke with was given Hep A shots, hand sanitizer, water, and set up with a ride to get to an office where they can get set up for services tomorrow."If you don't have skills to communicate, if you don't have skills to be there on time, you get a stigma of, 'oh people don't care, there just going through my file anyway,' it doesn't matter." Kristin Kerrick said that's part of the reason why homeless people don't want to talk with the team. She said they are also scared.She's lived out of her car for the past year working to regain stability."There's a place in La Mesa that accepts Section 8 and I qualify, so it's really exciting, it's been so long, it's been a really long time so I'm really thankful," Kerrick said smiling ear to ear.Once under a roof for six months, she said she can try to get her four kids back, "we can see if they are already adopted out, or if they can break through the adoption, and go get the kids back, because I'm able to provide for them now and I'm under a program and she'll talk to me about that so not yet."Stories like hers, fueling the HART team forward. 2135

ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. DeSantis said if the local government wants to keep businesses from reopening at a minimum of 50% capacity, they must make their case to the state on why they want to place the restrictions and identify the costs involved.Gov. South Floridians breathed a collective sigh of relief on Sunday as Tropical Storm Isaias made a minimal impact as it traveled up the state's east coast.Once a hurricane, Isaias weakened into a tropical storm as it made landfall over the Bahamas on Saturday. And while the storm brought heavy rain, wind and storm surge to the Sunshine State, it never officially made landfall.Scripps station WPTV in Palm Beach reports that Tropical Storm Isaias caused some power outages in the area and caused rip tides off area beaches, but spared the region of major damage.Now, Isaias has its sights set on the Carolinas. In a 5 a.m. update on Monday, the National Hurricane Center said that the storm is expected to regain hurricane strength before reaching the Carolina coast early Tuesday morning. The agency said coastal areas near the North and South Carolina border could see "life-threatening storm surge."Isaias is also expected to bring flash-flood-causing rains to the Carolinas and the mid-Atlantic through the early part of this week. The National Hurricane Center urges anyone in those areas to heed the advice of local officials. 1139

(KGTV) - Business leaders in Solana Beach are calling on the city government for more help as they try to recover from the coronavirus pandemic and its ensuing economic fallout.On June 10, the City Council agreed to set aside 0,000 of CARES Act funding to distribute as grant money to businesses with 25 or fewer employees.While business owners 10News spoke to say they're grateful for any help they can get, some feel it's not enough."We have 1,000 to 1,200 small businesses here in the city that would qualify," says Chamber of Commerce Co-President Ron Blumberg. "So, you do the math."City officials haven't decided how they'll divvy up the money, or what businesses will have to do to apply. They also haven't said how many businesses would receive the grants.But if the money is given out equally, or even pro-rated based on size, it would only amount to a few hundred dollars per business. Blumberg says he'd like to see the city combine that money with other business-friendly moves.Blumberg thinks the city could waive permit fees and restrictions to allow all businesses to expand to their sidewalks. He says they could also remove parking restrictions."Anything that the City can do, to allow businesses to do business under these really crazy circumstances," says Blumberg.The City Council says they're looking into options and has allowed restaurants to add seating on the sidewalks. But in their last council meeting, they decided not to close portions of Cedros Avenue to traffic, which would have allowed businesses in the popular design district to expand even more.Other business owners say they'd like the local government to play more of an advocate role, marketing the city and bringing awareness of what has reopened. SPRING VALLEY (CNS) - A fire of undetermined origin engulfed a mobile home at an East County trailer park Monday, displacing a family of six.The non-injury blaze in the 2500 block of Sweetwater Road in Spring Valley was reported shortly before 2:30 p.m., according to San Miguel Fire & Rescue.It took firefighters about 20 minutes to subdue the flames, the agency reported.The American Red Cross was called in to help the three adults and three children who lived in the gutted residence arrange for alternate lodging.
