SAN DIEGO (KGTV) -- Troops will soon arrive at several bases throughout San Diego County to provide support U.S. Customs and Border Protection as the migrant caravan approaches.According to the United States Northern Command, troops are being sent to Marine Corps Air Station Miramar, Camp Pendleton, Naval Air Facility El Centro, Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma.The Pentagon confirmed Wednesday that as many as 7,000 troops are being deployed to three states for support, though President Donald Trump told reporters as many as 15,000 could be sent.According to ABC News, 15,000 is roughly the number of troops deployed to Afghanistan and three times the number in Iraq."As far as the caravan is concerned our military is out, we have about 5,000-8 (thousand), we'll go up to anywhere between 10 (thousand) and 15,000 military personnel on top of border patrol, ICE and everybody else on the border," Trump told reporters Wednesday.Related Stories 997

SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV) - Voters in San Diego County will have fewer places to vote in person for the 2020 Presidential Election, but officials say they've increased the opportunities people have to make sure their vote counts.On Wednesday, the county released the final list of 235 "Super Poll" locations, where people can vote in person. Every voter will be assigned to one of those polls.That's down from around 1,600 polling places during the primary."Certainly our world has been upended when it comes down to all things elections," says Michael Vu, the County Registrar of Voters.Vu told ABC 10News the county had to do fewer, larger polling sites to accommodate for social distancing required by coronavirus guidelines. But, he adds that voters will have four days to cast their ballot in person.Those Super Poll locations will be open on Oct. 31, Nov. 1, and Nov. 2 from 8 a.m. - 5 p.m. On Election Day, they'll be open from 7 a.m. - 8 p.m.Even with the extra days and hours for in-person voting, Vu says the best option for voters is to use the mail-in ballot that every registered voter in San Diego will receive around Oct. 6."We, in our county, have had a tradition and culture of voting by mail," says Vu, noting that 76.5% of all registered voters already signed up to be a permanent mail ballot voter.Vu says he has complete confidence that the post office will deliver ballots to voters and return them to the Registrar on time.For people who don't want to put their ballot in the mail, the Registrar is also setting up 126 ballot-drop off sites across the county. Those will be available starting Oct. 6.With 1.86 million registered voters in San Diego County, Vu says this year's election was like putting together a jigsaw puzzle. SAN DIEGO (KGTV) - Traffic was blocked Wednesday near the San Diego Superior Court Central Courthouse due to a hazmat investigation. The San Diego Sheriff’s Department confirmed the substance was found in the building at 1100 Union St. about 5 p.m. A court employee said the substance was a white powder found on the 10th floor.Preliminary information from the scene indicates the situation was linked to a letter inside the courthouse, according to San Diego Fire-Rescue. By 6:30 p.m., crews determined the powder was harmless. 537

  

San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693
