SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) -- One country that was hit especially hard early on during this coronavirus pandemic was Italy.A former San Diego resident living in Milan said things have finally started returning to normal after a strict lockdown that lasted longer than two months.“There’s a feeling of hope,” said Bea Pesenti. “Obviously now it’s in a rebuilding phase.”Pesenti and her fiancé, Wilson, moved from San Diego to Milan in August of 2019. 10News first interviewed Pesenti in March when Italy was struggling with the spread of COVID-19.“We have been in the heart of it,” she said. “When I spoke to you last, the situation felt really dramatic because we really were in ground zero.”The couple was holed up in their Milan apartment for more than two months.“We were in a very, very severe lockdown,” she explained. “You heard the sirens, and you really just felt this heavy energy.”Fast forward today, Pesenti said she finally sees a return to a sense of normalcy.“The lockdown has ended, the businesses have reopened,” she said. “We immediately saw family because that was the priority for us. Kind of enjoyed being able to take bike rides and going to the park but still limiting our contact.”She said businesses have new safety guidelines in place, and face masks are required in public.There were 70 deaths reported in the country on Thursday, a drastic drop from the 919 reported on March 27.“I think people really needed to have this easement and get back to life,” she said. “Not only from an economic standpoint but being locked in your house for 80 days is just unnatural.”Pesenti hopes things will go smoothly as more of the country begins reopening.“We haven’t had this second wave, so to speak, so hopefully it continues this way,” she said.And she has a piece of advice for San Diegans as our restrictions start to loosen, “I hope people really, really think hard and make the right decisions even as things ease up, still be mindful and considerate of other people’s comfort level.”A restriction on travel between Italian regions is expected to be lifted in early June, however, officials warn that could change if there is a spike in the number of positive COVID-19 cases. 2195

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) — Police have identified the man who died in custody after being arrested in Little Italy earlier this month.Vito Vitale, also known as Todd James Vitale, 39, died at the hospital after being taken into custody.Witnesses say Vitale was running in and out of traffic naked near the 600 block of West Grape Street around 11 p.m. Friday yelling for help.People who witnessed the events also told police that the man appeared to be under the influence of drugs and/or alcohol.RELATED: Police investigate death of man arrested in Little ItalyAfter placing Vitale into handcuffs, several witnesses had to help officers restrain him. Police provided medical aid to Vitale until paramedics arrived.Police also identified the officers involved in the incident as Greg Pilkington, a 10-year veteran of the department, Robert Nelson, a three-year veteran and Carlos Diaz, a one-year veteran. 915

SAN DIEGO (KGTV) -- Police are investigating after a 19-year-old was shot in Chicano Park Wednesday night. According to San Diego Police, the teen was walking with a group of men in the park just before 7 p.m. when an argument broke out and an unknown suspect pulled out a handgun. Several shots were fired at the 19-year-old, who was hit twice by the gunfire, police say. The victim ran away from the scene and was taken to the hospital by an acquaintance. He sustained non-life threatening injuries, police say. Both the victim and acquaintance were unable to provide any details about the shooting.
