BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

No violence or security issues were reported.Zhang Chunxian, the top official in Xinjiang, said holding the China-Eurasia Expo would help remake Xinjiang as a key region for China' s opening-up to its western neighbors.Ying Qian, an expert on regional cooperation with Manila-based Asian Development Bank, told Xinhua that the central government's policy supports for Xinjiang, such as taxation reform for crude oil and natural gas, and tax exemptions and reductions for enterprises in poverty areas, and increased fixed investment will undoubtedly increase the speed of economic growth and attract more domestic and foreign investments to Xinjiang.He said those fixed investments aimed at enhancing Xinjiang's position as the land bridge to connect rest of China to central Asia and beyond will yield most economic benefits for Xinjiang, as well as for rest of member countries of the ADB-supported Central Asia Regional Economic Cooperation (CAREC) Program.The program, initiated in 1997 to encourage regional cooperation, includes Afghanistan, Azerbaijan, China (focusing on Xinjiang Uygur Autonomous Region), Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan.The ADB economist said the investments should include key transport links, trade logistics facilities, and most importantly, border crossing points improvements."The CAREC countries need to turn their landlocked status into a land link for Eurasia, and to enable businesses to more readily access regional and global markets," said Ronald Butiong, the ADB economist who heads the CAREC Unit.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

  

BEIJING, Sept. 21 (Xinhua) -- China's top political advisor, Jia Qinglin, Tuesday called for greater efforts to develop the economies of ethnic minority areas.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remark at the closing ceremony of a seminar on ethnic minorities work for provincial- and ministerial-level officials in Beijing Tuesday.Ethnic minority issues are important and the Communist Party of China (CPC) must properly handle them while governing the country, said Jia, who is also a Standing Committee member of the Political Bureau of the CPC Central Committee.He said officials must unswervingly implement CPC Central Committee policies concerning ethnic minority issues.He urged officials to improve the livelihood of ethnic minority groups and promote unity among China's different ethnic groups.In properly handling ethnic minority issues, the key is to strengthen the Party's leadership and enhance the abilities of officials at all levels, he said.Vice Premier Hui Liangyu also attended the closing ceremony.
