SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . A person will have 120 days to pay the fine to MTS in-person or by mail-- Community service option: An option of providing three hours of community service in lieu of payment will also be included in the new policy. Community service can be done through the Jacobs & Cushman San Diego Food Bank or a Homeless Court Program Provider such as Father Joe's Villages. According to Fletcher, MTS is currently working to add more community service locations during the pilot period-- Limited appeal window: Passengers will also have the option of appealing the fare violation within 15 days of the citation if they can demonstrate they have been wrongly ticketed. An example provided is not having a fare due to a malfunctioning ticket vending machine-- Civil Process: During the pilot, only citations that are not paid within 120 days will proceed to the courts, where substantial fees may be added to the fines -- 7.50 or more, according to MTSPre-COVID-19, around 33% of the MTS annual budget, or around 0 million, relied on fare revenue.People who board MTS trolleys or buses without a fare will be given an opportunity to deboard and purchase a fare.MTS continues to operate about 95 bus routes and three trolley lines. The delegates also voted down a new set of proposed rules that would have let each church decide how to handle issues of sex and gender.``The traditionalists within the United Methodist Church have chosen to exclude and marginalize LGBTQIA+ Christians whose only desire is to serve their church and express the Love of God in the world,'' said Brandan Robertson, the lead pastor at Missiongathering Christian Church. ``Nothing could be more antithetical to the message Jesus embodied and proclaimed.''According to San Diego Pride, 65 percent of people in the LGBTQ community identify as religious or spiritual in some way. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. The city sought to improve public safety while also keeping dockless mobility companies in the region as an affordable transportation alternative.The regulatory ordinance included limiting scooter speeds and parking in heavily trafficked areas of the city, operator permits and fees for scooter companies like Bird and Lime, documenting of scooter fleet size and data sharing requirements between scooter companies and the city.The city also introduced a webpage, sandiego.gov/bicycling/bicycle-and- scooter-sharing, giving residents the ability to view which companies operate in San Diego and contact information for each of them. SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced litigation today against opioid manufacturers including Purdue Pharma for what she called their role in the country's ongoing opioid addiction crisis.The federal lawsuit also names members of the Sackler family, the owners of Purdue Pharma. Elliott's lawsuit is aimed at forcing the defendants to fund rehabilitation and drug-education programs in the city and recoup the funds the city has spent on medical treatment for opioid abuse and homelessness caused by opioid abuse.Purdue Pharma officials could not be reached for immediate comment on the lawsuit.With the lawsuit, Elliott said she expects to join more cities, counties and states to form a multi-district litigation.``Opioid manufacturers have profited handsomely from the human suffering they intentionally inflicted through manipulation and deceit,''Elliott said. ``While San Diego will long deal with the destructive consequences of their greed, we intend to hold them accountable for funding drug treatment and education programs that will protect the health and safety of San Diegans.''Elliott's office plans to prosecute the pharmaceutical companies and the Sackler family for allegedly violating the state's ``unfair competition''law and for violating the federal Racketeer Influenced and Corrupt Organizations Act.
