UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939

In some places it has dropped more than 75% due to ivory poaching.In 2016, there were just over 350,000 elephants still alive in the wild, down from millions in the early 20th Century.Pacelle, who opposes the decision, told CNN it means "elephants minding their business are going to be gunned down by rich Americans."Safari Club International, a worldwide network of hunters, cheered the announcement."We appreciate the efforts of the Service and the US Department of the Interior to remove barriers to sustainable use conservation for African wildlife," SCI President Paul Babaz said in a statement.President Donald Trump's sons Donald Jr. and Eric are themselves big game hunters. VALLEY CENTER, Calif. (KGTV) It wasn't the usual welcome home party for Tyler Priest, a missionary for The Church of Jesus Christ of Latter-day Saints (LDS)."I didn't think this many people would show up," he explained. "Because everyone is scared in their house, but this is really nice to see everyone."Priest was welcomed home, drive-thru style, in the parking lot of Bates Nut Farm in Valley Center Monday. He sat on a truck as family and friends drove by welcoming him home, staying at least six feet away.Priest was on his LDS mission in the Philippines and completed 20 of 24 months he set out to serve, before he was ordered to return home due to coronavirus concerns."This last Tuesday the government in the Philippines told us all foreigners need to leave," he explained. "We flew through Japan, didn't get off the plane, then through Salt Lake to San Diego."Priest returned home late Sunday night, he said he was checked for COVID-19 symptoms several times before arriving in San Diego."They did check our temperatures too many times, but I guess better safe than sorry, makes sense," he said.Although his return home was abrupt, his family is more than thrilled to have him back. It has been a difficult year for them all."While Tyler was gone his dad passed away and the community has been so sweet," said his mother, Ginny Priest. "Even in this super crazy time it's been nice to show their love from a distance."California Highway Patrol Officer Mark Latulippe was there for the Priest family when Shawn Priest, Tyler's father, was killed in a car crash."He was the one who came to tell me about my husband and stayed with me and my family throughout the day," Ginny Priest explained.Ginny Priest said she didn't know Latulippe before her husband passed away. Shawn Priest and Latulippe played softball together and were good friends. Now, Latulippe has become part of the family."He's just so much more than an officer," said Ginny Priest. "I'm just really grateful that someone who understood loss could help us through that situation, so he's really special to us.""His family has been through a lot in the last year, and we miss his dad very much," said Latulippe.He was once again there for the Priest family Monday, to not only welcome Tyler home, but to make sure everyone was being safe during this time of uncertainty."Everybody has driven by and has been responsible with it and trying to abide by the social distancing recommendations," said Latulippe."It's nice to be home," said Tyler Priest.He will now self-isolate for the next two weeks. 2579

  

VENTURA, Calif. (AP) — Ventura County leaders have approved restraining orders and other enforcement actions against individuals and businesses who refuse to comply with local and state health orders to control the spread of the coronavirus. The decision by the Board of Supervisors gave the county counsel discretion to seek court enforcement of health mandates. The meeting was called days after the pastor of Godspeak Calvary Chapel in Newbury Park said he would continue holding indoor services despite restrictions on large gatherings. The complaint states that from June 2 through July 17, San Nicolas “did refuse and willfully neglect to obey a lawful order.”San Nicolas says he violated the orders because he felt it was the right thing to do.
