Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861
An Indiana man faces charges for leaving a loaded gun in the car with his family as he shopped, after his 3-year-old daughter accidentally shot her mother, police said.Shanique Thomas, the woman who was shot, told police she was unaware that Menzo Brazier, 21, was carrying his weapon when they left their residence in Michigan City, Indiana.They brought along their children, a 3-year-old and a 1-year-old, the Merrillville, Indiana, Police Department said. Brazier asked if Thomas wanted to join him as he went to a nearby store and tried on clothes.But Thomas is seven weeks pregnant and told police she was feeling ill. So she decided to stay in the car, which was parked in the lot in Merrillville, with the children while Brazier shopped.Brazier left the loaded Glock19 9mm handgun between the center armrest and the front passenger seat, police said. His 3-year-old daughter got hold of it, and Thomas told police she heard a "loud pop, like a balloon." Then she realized the blood she saw was coming from her own body.The bullet went through the driver's seat where she was sitting and struck her back.She got out of the car to make sure her children were safe. That's when she found the gun, now in the backseat. Brazier was charged with two counts of criminal recklessness and two counts of neglect of a dependent."We just heard screaming," Hadassah Zirkle, a Plato's Closet employee, told CNN affiliate WLS. "We ran outside with a bunch of other people."The children were placed in custody of the Indiana Department of Child Services and remain there."The first thought was to get the kids out of there," Rebecca Todd, another employee, told WLS. American Airlines is taking its long-grounded Boeing 737 Max jets out of storage, updating key flight-control software, and flying the planes in preparation for the first flights with paying passengers later this month.The airline invited press reporters and photographers on board one of the planes Wednesday to demonstrate its confidence in the plane’s safety.All Max jets worldwide were grounded in March 2019 after the second of two crashes that together killed 346 people. Last month, the Federal Aviation Administration approved changes — mainly in flight-control software — that will allow airlines to resume flying the plane.American flew journalists from Dallas to the airline’s maintenance center in Tulsa, Oklahoma, where crews explained how they are bringing the planes out of storage and making FAA-required changes.American is likely to be the first carrier to put passengers on Max jets, beginning Dec. 29 with once-a-day round trips between New York and Miami. In the meantime, the airline plans flights with employees on board.Some relatives of people who died in the crashes — and who still believe the plane is unsafe — expressed outrage at both Boeing and American over what they termed a publicity stunt.Zipporah Kuria, a British citizen whose father died in the second Max crash, said Boeing and the FAA should instead turn over documents on changes made to fix the plane and how they were tested. The company has withheld the documents, saying they cover trade secrets.“I feel like Boeing is using the press to leverage public trust instead of actually genuinely earning public trust,” she said. “I’m really disgusted by the whole thing and the fact that American Airlines would pay for that. Their focus is more about the profit and corporate interest than it is about consumer safety.”Some people who lost family members believe that the FAA erred by not accepting all the recommendations made by pilots and aviation professionals during a public comment period on its proposal to let the plane fly again.Scrutiny of the plane has focused on a flight-control system called MCAS, which repeatedly pushed down the nose of the plane before both crashes. Boeing, which describes changes to the plane on its website, and the FAA say the system has been made less powerful and easier for pilots to override.Some of the family members, however, wanted a deeper, nose-to-tail review of the plane. And they don’t trust Boeing or the FAA, which allowed the plane to keep flying after the first crash, in Indonesia in 2018.“It hasn’t been evaluated to the point where we can say that it’s safe,” said Nadia Milleron, whose daughter was killed in the second crash, which occurred in Ethiopia. “This plane hasn’t flown very much with this new software, the revamped MCAS, interfacing with the plane. It’s not responsible for them to put you on this flight.”Chicago-based Boeing said Wednesday it has flown more than 1,400 test flights on updated Max planes. The FAA said its people put in 60,000 hours reviewing and testing Boeing’s work.American is likely to be the only U.S. carrier using the Max for several weeks. United Airlines expects to put the plane back in its schedule during the first quarter of next year, with Southwest following in the second quarter. ARCADIA (CNS) - A 2-year-old colt collapsed onto the turf during Sunday's third race at Santa Anita Park and was euthanized a short time later, becoming the first fatality of the track's racing season, which began Saturday."During race 3 at Santa Anita Park, Ebeko sustained an injury to his left front leg. Ebeko was immediately attended to by track veterinarians and triaged on the turf course. Given the extent of the fracture and the nature of the injury, it was unfortunately determined that it was an unrecoverable injury," Santa Anita announced.Ebeko was trailing the entire race, and fell face-first into the turf after his injury. He was trained by Peter Miller, and was ridden Sunday by jockey Joel Rosario. Rosario was examined by Santa Anita's first-aid staff and although he missed race 4, he was cleared to ride the remainder of the afternoon.Santa Anita debuted a new turf course chute on Saturday, but Sunday's third race did not take place on that course, according to track publicist Mike Willman.Ebeko will undergo a necropsy at UC Davis' school of veterinary medicine, as is mandatory for all on-track fatalities."The accident and the necropsy report will be reviewed by a team to learn what, if anything, could have been done to have prevented the accident," Santa Anita said.The track had just marked an opening day record pari-mutuel handle on Saturday, despite fans being barred from attending due to the coronavirus pandemic.
