Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Of those, 113 must be income restricted.The fairgrounds did not immediately respond to a request for comment. 2040

Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. (KGTV) - Reports of a positive COVID-19 test at an East County Catholic church are raising concerns about possible exposure.The church is Our Lady of Light Catholic Church in Descanso. On a Facebook post, a board member of the Descanso Town Hall reported a positive case was just revealed to the church pastor by a parishioner. In a statement, a spokesperson for the Catholic Diocese of San Diego says the parishioner is a volunteer who helps prepare the altar for services. She wore a mask and maintained social distance.According to the post, "the person who tested positive was actively involved in all mass and church activities while having symptoms for a week so exposure is possible."The woman remains ill and is now in quarantine at home.The post goes on to explain that exposure was possible for anyone who went to mass in the past two weeks, which includes some 16 different services.It's unclear how many people that totals, but one parishioner tells ABC 10News pre-pandemic attendance for bigger masses numbered in the dozens.The apparent positive test comes amid coronavirus shutdown orders banning indoor church services in the county.The Diocese says the pastor, Father Enrique Fuentes, received a coronavirus test. Any outdoor masses won't take place until the result is known.According to the Diocese, the county has not yet contacted the church about the positive case, but the pastor decided to go ahead and close the church for deep cleaning and inform other volunteers she was in contact with. 1539

  

Data released on Monday by the FBI shows a drop in violent crime in the US in 2019, continuing a trend in recent years.The FBI said that violent crimes in the US dropped 1 percent in 2019 compared to 2018. The improvement was the third straight year of a declining violent crime rate in the US.The FBI added that property crimes in the US dropped 4.5 percent from 2018.The amount of violent crime in the US has dropped significantly so far in the 21st century, per FBI data. In 2000, there were 506 reported instances of violent crimes per 100,000 people. In 2019, that number had dropped to 366 violent crimes per 100,000 people.The FBI has also reported a significant drop in property crimes over the years – for things like thefts and larcenies.“I am encouraged by the great work being done by law enforcement to combat violent crime across the nation,” said FBI Deputy Director Dave Bowdich. “The FBI continues to make clear that violence will not be tolerated, and we are committed to continuing our work with state, local, and tribal partners across the country to confront and deter violence, dismantle criminal organizations and gangs, eradicate drug trafficking, and bring justice to victims.” 1210

  

DENVER, Colorado — Authorities say one person is dead and four others have been wounded in a shooting in broad daylight in downtown Denver.It happened around 4 p.m. local time Monday near the busy intersection of 21st and Lawrence streets. A suspect or suspects remain at large. Police say the four wounded in the shooting were transported to Denver Health in stable condition. The fatal victim, whose identity has not been released, was pronounced at the scene. Police initially said four people were shot but later corrected that to five.Twitter user @AMDunity shared the following video to Denver police. In the video, shots are heard and several people can be seen reacting as they walk through a parking lot. 761
