LOS ANGELES (CNS) - A bout of overnight rain will have the potential to unleash rockslides, mudslides and minor debris flows in areas recently stricken by wildfires, National Weather Service forecasters said.The NWS said there's a chance of rain Wednesday evening, a virtual certainty of it after midnight amid southwest winds of around 15 miles per hour and a 50 percent chance on Thanksgiving morning, followed by a partly cloudy afternoon.Between seven-tenths of an inch and an inch-and-a-quarter of rain are expected to fall on coastal slopes and in the foothills, which could trigger slides over areas denuded by the Woolsey Fire in L.A. and Ventura counties and the Hill fire in Ventura County, forecasters said. Highway 1 and Santa Monica Mountain canyon roads are particularly vulnerable, they said.Authorities reminded Southlanders in burn areas of flood safety preparations that should be made before the rain starts.RELATED: Light rain falling in Northern California could hurt Camp Fire search effortThe Woolsey Fire unified command warned that mud and debris flows ``are a very realistic threat to the communities affected by the Hill and Woolsey fires. Due to an increased probability of mud and debris flows in these fire areas, it is important to plan and prepare. Evacuation orders should not be taken lightly, and are ordered because there is a threat to life and property.''Some fire-damaged areas remain unsafe, the electrical system is ``extremely damaged,'' and road crews are working to clear rocks as emergencypersonnel prepare for the impending storm, Department of Public Works Director Mark Pestrella told the Los Angeles County Board of Supervisors.``We're going to have rock fall, we're going to have roads closed,'' Pestrella said. ``The roads will not be safe to travel beginning Wednesday evening."Pestrella said he expected Pacific Coast Highway would be closed at some point.Up-to-date information on road closures can be found at www.lacounty.gov/woolseyfire/rain-after-fire-resources.The NWS said there is a 30 percent probability that the upcoming rainfall will be sufficient to trigger debris flows in the Woolsey Fire and Hill Fire areas.Burn area residents concerned about mudflow can pick up empty sandbags at their local fire stations, and can visit www.lacounty.gov/larain for storm season emergency resources, including Los Angeles County's ``Homeowners Guide to Flood, Debris and Erosion Control.'' LOS ANGELES (KGTV) — Late Saturday, Los Angeles County changed its public health order to allow indoor religious services with modifications — something that could have implications for a South Bay church's legal battle.Los Angeles County's Department of Public Health issued the changes following a ruling by the U.S. Supreme Court on Dec. 3 that places of worship in New York could reopen because coronavirus restrictions violated the First Amendment of the Constitution. The high court then sent an unsigned order to California judges to reconsider Gov. Gavin Newsom's restrictions.RELATED: Chula Vista church among churches suing over right to worshipThe updated protocols require places of worship to require masks that cover the nose and mouth worn at all times on-site and that capacity doesn't exceed the number of people who can be accommodated while observing physical distance:"All attendees/visitors must wear a face covering that covers their mouth and nose at all times when in attendance and also at any time when they could come into contact with, or when walking past others who are non-household members.All attendees/visitors must observe a six-foot physical distance between themselves and others who are not members of their household. Measures have been implemented (advance registration, counting attendees at entry) to assure attendance does not exceed the number of people who can be accommodated with the required physical distancing in the indoor space.Seating is reconfigured to ensure that all attendees/visitors are able to maintain a physical distance of at least 6 feet between themselves and others who are not members of their household.Clear pathways have been identified between parking areas and other arrival points to the service areas to minimize crowding and congregating, to allow for monitoring of occupancy and for entrance screening.A staff person (or staff people if there is more than one pathway) wearing a cloth face covering is posted at the entryway but at least 6 feet from the nearest arriving or departing person to monitor use of face coverings and track occupancy of attendees/visitors.If attendees/visitors must wait in line prior to being seated or at any other point during their presence at the site, markings are used to demonstrate the required 6-foot distance between individuals.If applicable, aisles within the area used for indoor services are designated as oneway to support physical distancing.Podiums, platforms and other speaker areas have been reconfigured to allow at least 6 feet between speakers or celebrants.Staff have been instructed to maintain at least a 6-foot distance from each other in all areas of the site.Virtual access is offered to visitors who wish to participate in services or events but are at high risk if exposed to COVID-19."The ruling could have implications in San Diego County, where South Bay United Pentecostal Church has been arguing against the state's COVID-19 restrictions on worshipping indoors since May.Senior Pastor Arthur Hodges told ABC 10News on Saturday that he's hopeful a hearing will grant the church permission to reopen indoors."Because [Los Angeles County] is so much worse than [San Diego] with COVID, we are hopeful our county leaders here will follow suit as LA and/or we will receive a favorable court ruling ASAP that will open San Diego," Hodges said, adding they're prepared to go above and beyond current coronavirus precautions.According to Hodges, the Supreme Court voted down their initial lawsuit 5-4 in May.Hodges says they are still waiting on a ruling from Friday's hearing. 3615

  

LOS ANGELES (CNS) - The company that operated the helicopter that crashed in Calabasas in January, killing Laker legend Kobe Bryant and eight others, is fighting back against lawsuits over the tragedy, filing a suit of its own contending air-traffic controllers are to blame for the crash.The suit, filed last week as a cross-complaint to litigation against Island Express Helicopters, contends the crash was "caused by a series of erroneous acts and/or omissions" by a pair of air-traffic controllers at Southern California TRACON, or terminal radar approach control.Ian Gregor, a spokesman for the Federal Aviation Administration, which operates the facility, said the agency "does not comment on pending litigation."The helicopter, a 1991 Sikorsky S76B piloted by Ara Zobayan, crashed amid heavy fog on Jan. 26 on a Calabasas hillside, killing the pilot and his eight passengers, including Bryant and his 13-year-old daughter Gianna.At least four lawsuits have been filed against Island Express Helicopters in the months since the crash, including one by Bryant's wife, Vanessa, and others by relatives of other passengers aboard the aircraft.In its cross-complaint, attorneys for Island Express contend that Zobayan contacted the SoCal TRACON facility and requested "flight following," or radar assistance. The request, however, was denied by an air-traffic controller who said, "I'm going to lose radar and comms probably pretty shortly," according to the lawsuit."This denial was improper because radar contact had not been lost and services were being denied based on the possibility that they might be lost at some point in the future," the lawsuit states. "The fact that (the pilot) was able to contact (TRACON) four minutes later, and its transponder was still observed by the controller, proves that the prediction of lost contact was not accurate and services could and should have been provided continuously."The lawsuit claims that the air-traffic controller who initially spoke to Zobayan was relieved a short time later by a second controller. The first controller, however, failed to inform his replacement "as to the existence" of the helicopter, even though he had never "terminated radar services" with the helicopter, leading the pilot to assume "he was still being surveilled and being provided flight following."It was at roughly that point that Zobayan reported his plan to begin climbing above the clouds and fog while banking to the left. A short time later, the helicopter plunged rapidly into the ground, resulting in the fiery crash that killed all aboard, according to the lawsuit.The suit accuses the initial air-traffic controller of "multiple errors," including "failure to properly communicate termination of radar flight following, incomplete position relief briefing and lack of knowledge of current weather conditions." Those failures added to the pilot's stress, workload and distraction, and "significantly impacted the pilot's ability to fly the aircraft."The suit seeks unspecified damages. 3039

  

LONG ISLAND, N.Y. — A helicopter crashed offshore near Jones Inlet Wednesday afternoon, according to the U.S. Coast Guard.Officials said the pilot, a 64-year-old man, appeared to be attempting a controlled descent at Meadow Island at around 4:15 p.m. Wednesday. The chopper landed in an area with about three feet of water.Rescue crews from the Coast Guard and several other local agencies responded. The pilot was rescued from the aircraft and taken to a local hospital with minor injuries, including a facial laceration and back and rib pain. He was the only one on board.There was also some damage to the helicopter.Chief Petty Officer David Turner of the U.S. Coast Guard said he did not know the cause of the crash, nor did he know details of the flight plan.There was very thick fog in the area Wednesday, and while Turner did not know if it was a contributing factor to the landing, he said it's difficult to operate in those conditions.Visibility was only a half-mile in the area at the time of the incident with misty conditions in the area."I kept on hearing this helicopter, circling and circling, and after a couple of circles, it didn't sound right to me," said Damian Walsh the man who helped rescue the pilot and took video of the immediate aftermath.Walsh was out on his boat when he says a thick fog quickly rolled in around 4:30 p.m. Wednesday afternoon."It turned pretty quickly probably had about 20 yards of visibility," he said.He and another boater rushed to the scene after hearing a loud splash.One coast guard officer told Walsh that the pilot fell 1,000 feet in three seconds.The helicopter fell into shallow water."He was lucky; if he fell 50 yards over, he wouldn't have survived," Walsh said. "I got him on the boat; I called his wife, let her know he was alight."Walsh said he and a couple of other Good Samaritans got him over to rescuers."They wouldn't have found him in that fog.
