BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. Most governments are more anxious to fund cancer or infectious diseases," said Professor Michael Huggness, president of the North American Spine Society."We think we're a bit handicapped by not having the money to pursue the research. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. Maybe the price will come down when our knowledge base increases. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. BEIJING, Dec. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, began here Monday to deliberate draft interpretations on two annexes of the Basic Law of the Macao concerning election issues.Li Fei, deputy director of the Commission of Legislative Affairs of the NPC Standing Committee, explained the draft interpretations to lawmakers.The Basic Law of the Macao Special Administrative Region (Macao SAR) was adopted in 1993 and went into effect on Dec. 20, 1999.Annex I to the Basic Law provides a method for selecting the SAR's chief executives while Annex II sets the method for the formation of its legislative assembly.Clause 7 of Annex I of the Basic Law says that if there is a need to amend the method for selecting the Chief Executives for 2009, and the terms subsequent to the year 2009, such amendments must be made with endorsement of a two-thirds majority of all the members of the Legislative Council and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for approval.Clause 3 of Annex II says that if there is a need to amend the method of forming the Legislative Assembly of the Macao Special Administrative Region in and after 2009, such amendments must be made with the endorsement of a two-thirds majority of all the members of the Assembly and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for the record.Li said that the phase "if there is a need to amend ..." should mean that they may or may not be amended.The decision-making on whether such necessity exists is reserved to the central authorities, or the NPC standing committee, said Li, adding that the Macao SAR government, rather than members of the Legislative Assembly, individually or jointly, should be the proper entity to propose any such amendments.Li also explained that if no amendment to the methods is adopted, the two Annexes should still apply.The full text of draft has not been made public yet, but the points raised by Li are identical to those in the committee's prior interpretations on Hong Kong SAR's Basic Law in 2004.During the deliberation, members of the committee noted that draft would help to safeguard Macao's long-term prosperity and stability.They also believed that it was "proper and necessary" to adopt the draft during this week's session as Macao's chief executive Fernando Chui Sai On had made the issue of modifying the method a "major work" in his policy address for the fiscal year 2012.Chui's statement recognized that "there is agreement that it is appropriate to properly modify the two methods in order to adapt to society's development and progress" and promised to "submit a proposal on whether to modify and - if so - how to modify the methods."Macao expects the formation of its fifth Legislative Assembly in 2013, and the selection of its fourth Chief Executive in 2014.

BEIJING, Sept. 29 (Xinhuanet) -- Even a slightly high blood pressure is considered dangerous to largely increase the stroke risk, a new study found.The finding was published Wednesday on the online edition of U.S. medical journal Neurology.In the study, researchers found people who have pre-hypertension, whose blood pressure measured between normal and high, are 55 percent more likely to suffer a stroke compared with normal people.The study involved data from 12 previous studies on blood pressure and stroke occurrence of some 500,000 adults.About one in three U.S. adults suffer from pre-hypertension, which is defined at a systolic blood pressure between 120 and 139 or a diastolic blood pressure between 80 and 89, according to the U.S. Joint National Committee on Prevention, Detection, Evaluation and Treatment of High Blood Pressure."People who do fall into the higher range of pre-hypertension should modify their lifestyle as much as possible," suggested Dr. Bruce Ovbiagele, director of the Olive View-UCLA Stroke Program and leading author of the study.Stroke is the number three cause of death, killing more than 130,000 in the U.S. a year, according to a CBS report.

NEW YORK, Dec. 27 (Xinhua) -- New York City Mayor Michael Bloomberg announced on Tuesday that babies born in the city in 2009 have the record high life expectancy of 80.6 years, an increase of nearly three years since 2000.The rate of 80.6 years is also above the U.S. national rate of 78.2 years. Life expectancy for 40-year-olds in New York increased by 2.5 years (79.5 to 82) from 2000 to 2009, outpacing the national trend of 1.2 year-increase for the same age group in the U.S. as a whole."If you have friends and relatives that you deeply care about, and they live elsewhere, on average if they move to New York City, they will live longer," said Mayor Michael Bloomberg at Lincoln Hospital in Bronx.Bloomberg contributed the life expectancy progress to the city' s health interventions, including its anti-smoking campaign and expanded testing and treatment for the HIV virus.Despite the progress, heart disease, cancer and influenza/ pneumonia continue to rank as the top three leading causes of death in New York City, followed by lung disease and diabetes.
