SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. But Tamburino said it would be hard for regulators to enforce.Malls and stores could hire Santas directly as independent contractors, Gonzalez’ office noted, since that kind of relationship passes AB-5’s three-pronged test.To do so, Tamburino said he would have to form his own LLC and said he doesn’t have the experience to run his own business.Tamburino said he would begin reaching out to other Santa-booking agencies in hopes they will hire him as an employee, but there’s a lot at stake: he receives about half of his annual income from Santa jobs. 1938

SAN DIEGO (KGTV) — Coronavirus hospitalizations in San Diego continue to climb, prompting at least one medical system to begin plans to accommodate a surge in patients.As of Thursday, Scripps Health reported that it had 126 COVID-19 patients, up one patient from Wednesday. It also reported two coronavirus-related deaths in 24 hours. Scripps Health is moving forward with its virus patient surge plan by hiring more staff and converting more beds.“We've been staffing up dramatically and our engineers have been preparing for surge which we anticipate [requiring] given the direction hospitalizations are going in San Diego,” says Scripps Health CEO Chris Van Gorder.He says the majority of patients are still in the South Bay hospitals. Their teams have been transferring patients from Scripps Chula Vista and Scripps Mercy to the northern hospitals to avoid reaching capacity in the ICUs.“Scripps Memorial Hospital in La Jolla is 95% occupied in the Intensive Care Unit and Mercy San Diego is 91% [occupied],” he adds.The number of positive tests in the northern hospitals is also rising, he says. “About three days ago, we had six patients within a 24-hour period of time [that had] to be admitted at Scripps Memorial Hospital in Encinitas and so their census has doubled over the last week,” he added.San Diego County reported on Wednesday that over a several-week span, hospitalizations were down but had increased in the past two weeks with the most recent daily count being 38 new admissions on Tuesday.The County’s statistics show that we are still far off from reaching bed-capacity.The federal field hospital set up at Palomar Hospital in Escondido continues to sit empty. A hospital spokesperson reported that there's no current plan that they're aware of to use it.According to Palomar Health, “We have seen an increase in patients over the last three-four weeks. SAN DIEGO (KGTV) — Customs and Border Protection officers say more than 300 pounds of drugs were seized from a truck at the Otay Mesa cargo port of entry this week.CBP officers say a tractor-trailer truck was stopped on Thursday at about 7 a.m. The driver was carrying a shipment of recycled cardboard, CBP said.The truck was referred to an imaging scan and exam, where an anomaly was detected in the truck's cab.CBP says officers removed 64 packages from two duffel bags hidden inside a sleeper compartment: 59 containing 286 pounds of methamphetamine and five bags containing 26 pounds of fentanyl.The narcotics, and tractor-trailer were seized and the driver, a 36-year-old Mexican citizen with a valid B1/B2 border-crossing card, was turned over to ICE and booked into the Metropolitan Correctional Center to face federal charges."Even in the midst of a global pandemic, we continue to see attempts to move hard narcotics across the border and into U.S. communities," said Pete Flores, Director of Field Operations for CBP in San Diego.
