SAN DIEGO (KGTV) -- A Marine was killed in a hit-and-run accident in the Midway District just after 7:00 p.m. on Saturday night, according to San Diego Police.The victim, who was in his early 20's, was visiting an establishment with his friends earlier that night.At some point, his friends could not find him. Police said he walked or fell into the street in the 2700 block of Midway Drive.Police said a car hit him and took off toward Rosecrans Street. There was no description of the driver or vehicle available. Police were checking surveillance video and his phone to find out more information. SAN DIEGO (KGTV) -- A new study by Zillow shows that homebuyers with lower credit scored pay more for the same homes than buyers with excellent credit scores.According to Zillow, borrowers with excellent credit scores could get a mortgage with a 4.5 percent annual percentage rate.Borrowers with a fair credit score could get a 5.1 percent rate. Over the lifetime of a 30-year mortgage, that means a buyer with a fair credit score may end up paying an additional ,000 over the lifetime of the loan.In San Diego, where the median home value in March of 2018 was 5,300, Zillow estimates that homebuyers with fair credit will pay ,000 for the same home.The difference is only amplified in more expensive markets, Zillow says. In addition, the penalty for lower credit scores tends to be higher."When you buy a home, your financial history determines your financial future," said Zillow senior economist Aaron Terrazas. "Homebuyers with weaker credit end up paying substantially higher costs over the lifetime of a home loan. Of course, homeowners do have the option to refinance their loan if their credit improves, but as mortgage rates rise this may be a less attractive option."Zillow says that even if homeowners don’t pay the full 30-year term on a loan, the annual cost of a lower credit score can still add up to 0 a year. 1346

SAN DIEGO (KGTV) - A recent SurveyUSA/10News poll shows 53% of San Diegans are worried about the cost of food, and that gets especially troublesome in the summer, when kids are out of school. Many families lose much needed support from free or reduced price meals at school. But a program through Feeding San Diego is working to make sure every kid has the "Fuel for Summer" they need."It's both heartwarming and heartbreaking," says Feeding San Diego CEO Vince Hall. "That summer meal we're able to provide is probably the first meal that they've had of the day."1 in 6 children in San Diego faces hunger and food insecurity. The Fuel for Summer program provides meals that follow all federal nutritional guidelines. They include a protein, side, vegetable, fruit and healthy drink. Often, Hall says, they're introducing kids to foods they don't get on a regular basis."I went to one of the meals last summer," says Hall with a smile. "There were kids who'd never had a tamale, and had to be instructed on how to eat a tamale, and then they thought they were absolutely delicious."The Fuel for Summer program has 16 sites, some feed as many as 200 kids every day. SAN DIEGO (KGTV) — A new cancer screening method is promising to eliminate the need for painful biopsies and greatly reduce the cost of the procedure.It's part of a line of research known as liquid biopsy and the latest advancement is being ramped up for mass production by an entrepreneurial couple in Torrey Pines at the research firm, BioFluidica.  Among billions of blood cells, the company has developed a chip capable of finding a single abnormal cell afflicted with cancer or other diseases."It is probably the most sophisticated injection molding piece in this world," said molecular biologist Rolf Muller, as he holds up a thin, plastic chip about two inches square.First developed by researchers in North Carolina, the chip is injected with a small blood sample which can contain billions of individual cells. The blood passes through 150 tiny tunnels within the chip which are coated with antibodies. Those antibodies do their natural work of isolating the abnormal cells.Researchers can then identify them for any possible threat and treatment.The Mullers say the screenings have the potential to dramatically increase survival rates for cancer patients. And to eliminate the need for the often painful biopsies currently in use.They also envision the test becoming a normal part of standard blood screenings. The chip is currently in clinical trials. SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. There was no soap, no toothbrush, and no hygiene products."RELATED: Members of Congress respond to Team 10 Border Detox InvestigationIn a statement to 10News Congressman Scott Peters wrote, "CBP's continued violation of DHS policy is unacceptable. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. CBP's failure to provide detained individuals with medical supervision during this process puts these individuals at risk of serious injury or death."RELATED: Claim: Government is not providing adequate medical care to people in its custodyThe letter pointed out that when CBP deprives detainees of emergency and other necessary medical care, the agency violates its policies.The ACLU of San Diego and Imperial Counties requested CBP revise and strengthen its policies surrounding: reasonable accommodations, medical staff, and facilities at the Port of Entry, intake and medical screening procedures, length of detention, and written policies."It's not rocket science, there should be trained medical staff to ensure that people who are undergoing any kind of medical emergency, including detoxification but not limited to detoxification, have access to a trained medical official as opposed to a law enforcement officer," said staff attorney Mitra Ebadolahi.The letter stated, "These individuals' experiences are not outliers, but part of a long list of recent cases that show that many similarly situated individuals detained at the San Ysidro POE face similar risks. The ACLU and undersigned organizations urge CBP to reform their deficient practices and adopt the following improved policies to safeguard detainees." 3391
