IMPERIAL BEACH, Calif., (KGTV) — One week after San Diego County lifted the beach closure at the Imperial Beach Pier, many people are enjoying the waves. But parts of the coastline remain closed due to the Tijuana River runoff contamination. Nicolas Pasculli of Hillcrest, drove down specifically to Imperial Beach to avoid the weekend crowds.“We’ve had rain for such a long time. It’s nice to enjoy the sunshine and the fresh air," Pasculli said. We met him sunbathing on the sand, just south of Seacoast Drive. Compared to some of the other areas in the county, this beach was empty.“Maybe because the sign is up and it says to be careful, the water might be contaminated,” Pasculli said. Bright yellow signs are clearly posted at the entrance of the beach. Last week, San Diego County Environmental Health gave the green light for people to enjoy beaches north of the last house on Southeast Drive in Imperial Beach. But Pasculli was right in the middle of the 'Red zone,' where the county deemed unsafe due to Tijuana sewage contamination since last November. That did not seem to bother him. “The way I look at it, we’re pretty close to that last house, so I think we’re in a gray zone, so I’m not worried about it,” Pasculli said. Surfer Dane Crosby was not phased by the warnings either.“It’s a north swell today, so I know that the water is moving south," he said.The Imperial Beach resident already surfed the waters in the morning. He was at the beach again, walking his dog Dixie.“When it is dirty, you’ll get an essence of detergent, kind of like a peppery detergent smell,” Crosby said. But today, he did not smell anything. Neither did Pasculli. They are both confident that the winds and waves will filter away the contaminants.“I think sometimes people get over anxious about things because we’ve become such a germaphobe society,” Pasculli said. “The ocean is pretty active today, so I think it's going to clean itself out.” 1950

House Speaker Nancy Pelosi on Monday released a new proposal that includes .2 trillion in spending, and sends direct payment of ,200 to most Americans.The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. The set of proposals would also include a 0 per week unemployment supplement, which expired at the end of July.“This .2 trillion Heroes Act provides the absolutely needed resources to protect lives, livelihoods and the life of our democracy over the coming months,” Pelosi said in a letter to House Democrats. “It includes new funding needed to avert catastrophe for schools, small businesses, restaurants, performance spaces, airline workers and others.”Last week, Treasury Secretary Steve Mnuchin confirmed that he and Pelosi agreed to relaunch negotiations on a stimulus plan.Earlier this month, Senate Republicans attempted to pass a “slimmed down” stimulus bill with a cost of 0 billion. Hoverboards are once again the target for recalls, as the Consumer Product Safety Commission issued recalls Tuesday on seven models for potential fire hazard. According to the CPSC, the seven recalled hoverboard models have lithium-ion battery packs that can overheat, posing a risk of smoking, catching fire and/or exploding.Nearly 13,000 units are covered by Tuesday's recall. In a new effort to tackle the deadly opioid addiction crisis in the US, pharmacy giant CVS announced on Friday it will limit opioid prescriptions to seven days for certain conditions. This restriction will apply to patients who are new to pain therapy.The new pharmacy program will also limit the daily dosage of pain pills based on their strength and will require use of immediate-release formulations before extended release opioids -- intended for severe, long-term pain treatment -- are dispensed.The changes will roll out on February 1, 2018 and cover all commercial, health plan, employer and Medicaid clients.CVS, which manages medications for nearly 90 million plan members, is one of the largest pharmaceutical chains in the US, with approximately 9,600 CVS Pharmacy stores and more than 1,100 walk-in medical clinics."With a presence in nearly 10,000 communities across the country, we see firsthand the impact of the alarming and rapidly growing epidemic of opioid addiction and misuse," said Larry J. Merlo, president and CEO of CVS Health.From 1999 to 2014, sales of prescription opioids in the US almost quadrupled, according to the US Centers for Disease Control and Prevention, yet there has been no change in pain reported by Americans.CVS said its pharmacists will also counsel patients with opioid prescriptions about the risk of dependence and addiction based on CDC guidelines. These educational sessions will also emphasize the importance of keeping medications secure in the home and proper disposal of unused medication.To help patients wanting to follow these guidelines, the company will almost double the number of drug disposal units in its Medication Disposal for Safer Communities Program from 800 to 1,550 kiosks. This expansion will begin this fall with locations in Florida, Massachusetts, North Carolina, Pennsylvania, South Carolina and the District of Columbia.The company is also committing million to Community Health Centers that provide medication-assisted treatment and other addiction recovery services.The President's opioid commission says that about 142 Americans die every day from a drug overdose, equal to the death toll from the September 11 attacks every three weeks. Most of those overdoses are from opioids.Though there were over 30,000 fatal overdoses from opioid drugs in 2015, public health experts believe that for every fatal overdose, there are 30 non-fatal overdoses. That would mean over 900,000 overdoses in 2015 alone.According to the CDC, drug overdoses are the leading cause of unintentional death in the US.  2589
