SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027

SAN DIEGO (KGTV) - Three San Diego County high school football teams qualified for the state finals but may not have enough funding to attend the tournament, school officials said Monday.Lincoln High School boys just finished what coach David Dunn is calling a “Cinderella season”. The team has never before qualified for the event.“Just to have the experience and the opportunity to do it, and let alone be the first team to do it, it means a lot,” said T'ray Kirkland, senior player.The Lincoln High Hornets have had a slim roster, injuries, even a forfeited game. They beat Mira Mesa for the CIF championship.“There have been games where we really had to step up. You just see how much heart each and every person on this team has,” said Kirkland.“Their willingness to compete is different than a lot of the other teams that I've had before," Coach Dunn said.The boys have also been competitive academically. The team averages a 3.1 grade point average with as many as eight players holding a 4.0. Lincoln High is scheduled to play Menlo Atherton this weekend in the San Francisco suburb of Redwood City. The game won’t happen if the team doesn’t get more money. Although the state pays for some of the expenses, the team needs the community to step up.“We need this opportunity to really display that the Southeast produces athletes, great young men, and character,” said Kirkland.San Diego High and Escondido’s Orange Glen High also qualified for the state finals and need financial help. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) - The Sisu Academy, a free boarding school for at-risk teenage girls, needs help to get the school year started."We are a little cash strapped right now," says school founder Jabez Labret. "We need to get some cash in the door to get over the starting line so we can access those grant dollars coming this fall to keep the program running."Labret says the school has plenty of money lined up in grants and in-kind donations once classes begin, they need some bridge funding until then.He says the school's mission makes it a worthy cause for donations."This is more than just another school," Labret says. "This is truly about changing these girls' lives."The school will enroll 20 girls this fall, all of them from at-risk situations. They hope to add a freshman class each fall and eventually have 350 students."It could be drug or alcohol issues at home, domestic abuse, homelessness," he says. "It could be that mom and dad both work two jobs and are just struggling to be able to keep food on the table."Labret says a boarding school puts the girls in a stable, focused environment that will help them establish a foundation for the future."We don't just teach the academic side," he says. "We teach them social and emotional skills, the entrepreneurial side, we go out into the community and do community service. It gives us a lot of options to get out of the learning environment."One student who will enroll this fall says she's excited about the prospect."Going to school would help me so that I can get my mind off my troubles at home," says Analys Franklin.
