RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. Jerry Brown is leaving office Jan. 7 after signing more than 1,000 laws in his last year, further positioning the state as a bastion of liberal activism and goad to President Donald Trump.The laws, most of which take effect Tuesday, ease criminal sentences, tighten gun restrictions and address climate change, gender discrimination and sexual harassment.The Democratic governor approved 1,016 laws, the most in any of his last eight years in office. His 201 vetoes also were the most during his final two terms, as lawmakers passed a record number of measures.Counting his two terms from 1975 to 1983, the state's longest-serving governor vetoed 1,829 bills and saw 17,851 become law.Here are some of the laws taking effect with the new year:CRIMINAL JUSTICESweeping new laws bar juveniles younger than 16 from being tried as adults, even for murder, and keep children under 12 out of the criminal justice system unless they are charged with murder or rape.Other laws allow many defendants to ask judges to dismiss their charges if they show mental illness played a major role in their crime and limit the state's felony murder rule, which holds accomplices to the same standard as the person who carried out the killing.A new law responding to police shootings of young black men broadens public access to officers' personnel records. A police union is challenging whether the law is retroactive.Repeat drunken drivers and first-time offenders involved in injury crashes must install an ignition interlock device, which blocks their vehicle from starting if the driver isn't sober.GUNSSpurred by mass shootings, lawmakers further tightened California's already tough gun laws.Anyone convicted of certain domestic violence misdemeanors will be barred for life from possessing a firearm, while those under age 21 will be banned from purchasing a rifle or shotgun unless they are members of law enforcement or the military or have a hunting license.Several other laws already took effect, including measures explicitly banning rapid-fire bump stocks that attach to guns; requiring eight hours of training for concealed carry applicants; and allowing police to seize ammunition and magazines under domestic violence restraining orders.A lifetime firearm ban goes into effect in 2020 for anyone who has been hospitalized for a mental health issue more than once in a year.WILDFIRESUtilities may bill customers for future legal damages and for settlements from the deadly 2017 wildfires that caused more than billion in insured losses, even if the companies' mismanagement caused the blazes.The measure is among more than two dozen wildfire-related laws.Others make it easier to log trees, build firebreaks and conduct controlled burns of vegetation that would fuel wildfires; require investor-owned utilities to upgrade equipment so it's less likely to cause fires; safeguard residents' insurance coverage following disasters; and improve emergency notifications.GENDER DISCRIMINATION AND SEXUAL HARASSMENTCalifornia becomes the first state to require publicly held corporations to have at least one woman on their boards of directors by the end of 2019 and two or more by 2021.Spurred by the #MeToo movement, another new law bans private and public employers, including the state Legislature, from reaching secret settlements over sexual assault, harassment or discrimination. A law preventing businesses from requiring employees to sign liability releases to keep their jobs or receive bonuses is among several expanded protections.Californians also can list their gender as "nonbinary" on their driver's licenses, designated as the letter "X."CLIMATE CHANGECalifornia's utilities must generate 60 percent of their energy from wind, solar and other renewable sources by 2030, which is 10 percent higher than a previous mandate. SACRAMENTO, Calif. – Governor Jerry Brown says California has reached an agreement with the Trump administration on a National Guard border mission, according to the Associated Press.The agreement is to deploy 400 California National Guard troops to the border and elsewhere in the state. (AP) — California has launched a state-sponsored retirement plan targeting employers who don't have options for their workers.It's part of a state law requiring companies with at least five California-based employees to offer a retirement plan. As many as 300,000 businesses must comply by 2022.One option is CalSavers, which launched July 1. Companies who sign up for the plan would supply a list of their employees. CalSavers would automatically enroll them and then employers would deduct 5% from their paychecks into a retirement account. Workers can opt out of the plan or choose a different savings rate.California Treasurer Fiona Ma says the program will help people "retire with dignity."A recent study by the University of California-Berkeley says half of the state's private sector workers have no retirement assets. 853

(AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road.The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software.In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities.The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals.The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471
