SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. SAN DIEGO (KGTV) -- San Diego County leaders Monday announced proposals that would crack down on vaping amid vaping-related illness and death throughout the U.S. At the Monday news conference, County Supervisors Dianne Jacob and Nathan Fletcher proposed a ban on the sale and distribution of flavored tobacco products and e-cigarettes. The recommendations will come to go to the board on October 15 and, if the board follows up with approval, the rules would take effect in the county’s unincorporated area. “Vaping-related illnesses are a grave concern and we must take local action to address this fast-growing public health crisis,” said Jacob, chairwoman of the Board of Supervisors.“Teenagers and young adults have been the hardest hit, and we must stand up to vaping manufacturers that are preying on them for profit.”So far across the U.S., there have been more than 800 confirmed illnesses tied to vaping and 13 deaths. The news conference comes after health officials around the country advise people to refrain from vaping as investigations into the cause of the illnesses and deaths continue. “E-cigarettes, and in particular the flavored products, are erasing years of progress in reducing teens’ use of tobacco and nicotine,” said Supervisor Fletcher.In San Diego County, there have been 22 confirmed probable vaping-related illness cases. SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths. SAN DIEGO (KGTV) — Researchers at UC San Diego Health are now looking for volunteers to participate in a COVID-19 clinical trial, starting locally next week.Oxford-AstraZeneca’s vaccine clinical trials will take place in 36 states across the country.“This is the second vaccine trial for the prevention of COVID-19, and like the first, it is a trial of 30,000 individuals nationally,” said Dr. Susan Little, a professor of Medicine and UCSD and the lead on this trial.Little said UCSD researchers hope to enroll about 1,600 people in eight weeks to participate in the trial.“Eighteen or older, in generally good health, but with underlying conditions that put them at greater risk for COVID-19,” she said. “Or people with increased risk of acquiring COVID-19 because of their professions or where they live.”Little said a bus would act as a mobile vaccine clinic. The bus will stop in parking lots in communities that have been historically underrepresented in medical research or disproportionately affected by COVID-19.“We’re going to focus on communities most impacted, the South Bay, East County, underserved communities and communities that have been hardest hit by COVID-19 those with the highest rate of infection in the community,” she said. “It’s a series of two vaccines, a month apart, people will be prescreened over the phone, and then they’ll be vaccinated on day one and day 29. Then they’ll be followed for two years thereafter.”In Phase 1 and Phase 2 clinical trials, Little said the vaccine proved to be safe.“We know that it’s safe in the sense that it causes local tenderness, some mild fatigue headache. Side effects went away in about one week,” she said. “This will be placebo-controlled, so I won’t know, and the participants won’t know whether they got a vaccine or placebo.”She said for every one person who gets the placebo, two people will get the vaccine.If people develop COVID-19 symptoms during the trial, two other mobile wellness clinics will be available for treatment.“Anybody who develops symptoms that are worrisome to COVID, we will come see them in our wellness vehicles and test them for COVID.
