(KGTV) — It’s a United States census year and so far, census numbers are not where they should be for San Diego, so Chula Vista leaders held a “week of action” to try to increase numbers.San Diego County has reported a 67.7% response rate compared to 68% in 2010. The goal is to surpass the 2010 numbers and hit 70% this year.Angelica Davis with the City of Chula Vista said they had planned many outreach events to connect with the community, but coronavirus has made that difficult, so they’ve had to find new ways to encourage people to fill out the census in a safe way.The final day of the week, residents could attend a drive-through event where the first 50 cars got whole pizzas and everyone was entered to win prizes and bikes. Anyone who came had access to translators, technology, and people who could answer questions.Davis said these resources are crucial in the Chula Vista community, especially with a push this year for 80% of participants to do the census online.“Not everybody has access to wireless or devices to be able to do it online,” she said.She also said many people in the Chula Vista community are worried about how their information will be used. Of the nine questions on the census, none of them ask about citizenship status and all responses remain private.“The information that gets obtained by the census cannot be taken by other reporting agencies, it’s all confidential,” said Davis.Davis said another problem is that people don’t realize what the census does, so they don’t bother to do it.”We’ve actually had people ask well what is the census, and I don’t think they make that connection that with that data, they determine where the funding is needed, where it needs to go,”The more people who live in a community, the more funding they’ll get, and that funding goes toward resources like rental assistance and food programs, which she said have all been needed the past few months with coronavirus.The U.S. Census Bureau is scheduled to start door knocks to encourage census participation in August. He suffered body aches, followed by a headache, fever, and a positive COVID-19 test. More than a week later, he sent a message to his wife, Wil, in the next room."He texted me that he was having trouble breathing," said Wil.She rushed him to the hospital. Days later, he suffered a stroke and was placed on a ventilator. Malacas, 45, passed away on July 11, leaving behind a wife, a grown son, and a 13-year-old daughter the couple adopted in December."He was my soulmate ... really said for me and my kids," said Wil.Wil's life is hardly the only one impacted. A Los Angeles Times headline recently noted that Filipinos are dying of COVID-19 at an "alarming rate." According to the report, data compiled reveals Filipino Americans account for more than 35% of COVID-19 deaths in the state's Asian population. Filipino Americans account for about a quarter of Asian Americans in the state.As for their mortality rate, that registered at a staggering 40% in Southern California, although the sample size is only about 50 cases and 19 deaths.JoAnn Fields, who co-chairs a local Filipino COVID-19 task force, points to possible factors: many Filipinos live in larger households, work in the health care profession and have health-related issues."Filipinos have a higher rate for some underlying conditions, like diabetes and high blood pressure," said Fields.Fields is calling for outreach programs similar to a county program appealing to the Latino community. CHULA VISTA, Calif. (KGTV) - The City of Chula Vista’s controversial Drag Queen Story Time is moving to a different branch to accommodate the number of registrants, city officials said Tuesday. The event, which was supposed to take place at the Otay Ranch library, will now be held at the Civic Center library on Sept. 10 at 4 p.m. “The Chula Vista Public Library welcomes everyone, and programming at the City’s three libraries includes and reflects the diverse communities the libraries serve,” city officials said in a news release. “Hosting drag queens to read and relate with children promotes reading and literacy and sends a positive message of acceptance and tolerance.” A protest against the event was held Thursday, as opponents said they were concerned it would sexually influence children. Chula Vista Police intervened twice between both sides of the issue. CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope. That work continues as we strive to live our values into action."Authorities charged Tensing with murder and voluntary manslaughter in DuBose's death. CINCINNATI -- A 911 operator who was placed on leave after a teen's death will return to work Wednesday.Police spokeswoman Tiffaney Hardy couldn't say if that operator, Amber Smith, would face any discipline because an investigation is continuing.Smith took the second call Kyle Plush placed to 911 as he suffocated in his van outside Seven Hills School.
