SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters.The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. He told his passengers they were going to meet up to help investigate, not knowing what to expect.But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said.The whale is thousands of miles away from its typical habitat range. But it's unclear how it ended up this far south from the Arctic.Biagini says it doesn't appear to have been in captivity because of its shyness to boats and yellow diatom patches that signal it lives in extremely cold waters.RELATED: For the first time, San Diego Zoo Safari Park sees echidna 'puggle' hatchHe says the furthest south a beluga whale has traveled along the west coast is unofficially northern Washington state. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524

Step-dad Tieray Jones claimed the boy vanished while playing with other kids at a park in Golden Hill, while Jones was buying a drink at a vending machine.Police thought otherwise, suspicious that Jones had severely punished the boy for bed-wetting and he died. SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays. SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. SAN DIEGO (KGTV) — Military families say the squalid living conditions detailed in a new report by the Military Family Advisory Network released Wednesday don't fully portray their struggle.In Murphy Canyon, the issues range from mice, to dry rot to rust. Shelby Stevens' husband is in the Navy, and they've been stationed in San Diego for three years. On the porch she pointed out what looked like half painted pergolas and said they were full of dry rot. Inside there is no microwave, and the kitchen was much the same as it was originally in the 1990's. "We've got ant problems, roaches, mice," Stevens showed 10News her shed in the back yard. Inside there's half a dozen mice traps, with little black dots covering the floor. Stevens says those are mice droppings.On her phone, an image of a dead mouse, she said her dog killed. These issues echoed throughout the military community.A woman who didn't wish to be identified, for fear of retaliation, said her closet door had loose rusted screws she had to keep out of her toddlers' reach. She said the repair work on a clogged toilet was shoddy, saying the men left mold, and poop around the base of the toilet.The new report by the Military Family Advisory Network breaks down the problems renters face by base. For San Diego military families, the top two issues are maintenance and mold."We absolutely know that the nearly 17,000 who responded to our questionnaire, this is their reality," Shannon Razsadin, Executive Director of MFAN, said.The survey went out last January and ran for a week. Razsadin hopes the report gives military families a tool to create change.The military moms who spoke with 10News say it's not a complete picture of what they're dealing with. Stevens said 17,000 people across the country is a very small part of the military community as a whole. She said in the last several months their service has declined."We've had no shows from maintenance men, we've had no shows from contractors who are scheduled to come out to my house, no show, no call.
