SAN DIEGO (KGTV) -- It should be no surprise at this point that home prices are still on the rise in San Diego this April. A new report from Zillow shows that, year-to-year, home values in San Diego have risen more than eight percent. According to Zillow, the median home value in San Diego currently sits at just over 5,000. That change marks an increase of 8.4 percent since last April.Meanwhile, rent is also on the rise at a median of just over ,500, or an increase of 3.6 percent since last April.Click on the charts below for more information: The high cost of housing in San Diego is in stark contrast with national home values.The median home value nationally is 5,600. If there's one thing San Diego and the rest of the nation have in common in this report it's that both saw home values increase by more than eight percent.“Home values are rising faster than we’ve seen in a very long time: The spring home shopping season has been a perfect storm of strong demand and tight supply,” said Zillow senior economist Aaron Terrazas.Nationally, the number of new homes being built is also seeing a decrease. “Sluggish new construction has exacerbated the supply situation and homes that are hitting the market, are moving very quickly once they do. Americans are also in a spending mood, boosted by recent tax cuts and rising wages. Millennials who long delayed becoming homeowners, are out in force – a shift we’re also seeing in softer rent appreciation," said Terrazas. Zillow adds that nationally, home values are rising at their fastest pace in 12 years. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947
SAN DIEGO (KGTV) -- Many kids are starting the school year with a device at home as schools across the state go back in session.Meanwhile, some of their teachers are back in the classroom alone, running classes virtually to help keep some of the normalcy intact."I come to school for the kids," said Tanya Morrison, a geography teacher at West Hills High School in Grossmont Union High School District.Last school year, she taught six classes and saw around 190 teenagers every day."Now, I am waiting for my students to log in," Morrison said.Instead of walking up and down rows of desks, she teaches her twice a week virtual lessons through the computer. Her computer sits at eye-level thanks to a stack of textbooks.Morrison's got two screens, so she can see the teens and the lesson."They should already be working," she said. "They get their assignment at 8 in the morning on our Schoology platform, and they just log-in, and it's kind of self-directed work, and then we move into twice a week Zoom meetings," she said.Preparation for the lesson began days earlier.Instead of a free form approach, Morrison makes a slide presentation to keep the students engaged."I’ll use an app today called Pear Deck, and what it does is it makes Google Slide presentations interactive," she said. "So each slide they have a chance on their end to write a response and it kind of forces engagement and gives them something to do while I'm talking."But even with all the planning, there's still challenges."In the classrooms, I can see that kids are disengaged," she said. "With this, I'm trying to figure out are you really disengaged or do you have a lot of kids in your house, and it's just easy to get distracted."Morrison's been teaching for 16 years.Instead of teaching from home she chose an empty classroom and campus to make sure she's focused on the students as this year's needs are so different. Not everything happens in a Zoom session."Just those normal conversations that might happen in five seconds in the room is like 45 minutes of buildup and email conversations, can I call you now, are you going to answer and those little things," she said.With more than half of the counties in California on the state’s monitoring list, most learning, for now, is at a distance.Morrison doesn't make the rules on how or when kids will be back, but she tries to control what she can."It gives me that passion to keep going and just to see that I do this for the kids," she said. 2481

SAN DIEGO (KGTV) - In just a few weeks, voters will decide the fate of the San Diego Chargers' former home, now known as SDCCU Stadium.In a recent 10News/Union-Tribune poll, Measure G, known as SDSU West, is the clear front-runner.With the clock winding down, backers of both Soccer City and SDSU West are blanketing the airwaves in hopes of winning over voters.10News analyzed two advertisements currently airing on our station and put their messages to the test, separating fact from fiction.The first ad we looked at deals with Measure E, better known as Soccer City. The ad features soccer star Landon Donovan asking two people if they want to see the future. After showing one of them a video of the design planned for the location, one of the people asks Donovan how much it will cost for what he saw. Donovan says, "It won't cost you a dime."10News analyzed that statement and found it to be in a grey area.According to a San Diego City Attorney analysis, a private developer would normally pay the city for staff time spent processing its development. It’s unclear whether any city staff time will be reimbursed.Also, the City Attorney analysis noted the initiative does not establish the actual amount of rent the city would be paid for a 99-year lease of the property.The ad goes on to claim taxpayers get the same stadium that's currently there for the next ten years and it's going to cost six million dollars a year. Team 10 can’t verify timing but according to the City Attorney analysis, Measure G provides for the sale of approximately 132 acres.The measure doesn't talk about time frames and does not guarantee that the property would be sold or that any specific development would be built.Team 10 also read through the City of San Diego Office of the Independent Budget about stadium costs. The report says the stadium historically operated at a deficit.Officials with Soccer City disagreed with some points of our analysis saying the initiative pays fair market value. They also pointed to provisions in the ballot language saying it shows city costs will be covered.Team 10 also took a look at a Measure G ad starring former San Diego Mayor Jerry Sanders.The ad starts with Sanders saying “Voters have a big decision in November. The choice is clear, SDSU West, Measure G on the ballot is a once in a lifetime chance to grow the university to meet the needs of future students.”The ad says Measure G will create a western campus for SDSU with a research center, a beautiful public park along the restored San Diego river, affordable housing and a home for SDSU football and soccer.A 10News analysis found those statements to also be in a grey area.All of that could happen, but the city attorney's analysis says voter approval of this measure does not guarantee that the property would be sold or that any specific development would be built. It goes on to say if the property is sold to SDSU, the Board of Trustees of the California State University will determine the use of the property in its sole discretion - through a Campus Master Plan revision process. A Campus Master Plan revision does not require City approval.The review also notes the initiative does not address who would plan, build and maintain the river park.An official with Measure G sent 10News a statement saying: 3334
