SAN FRANCISCO (AP) — A federal appeals court ruled against the Trump administration in its transfer of military money to build sections of the U.S. border wall with Mexico. San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

(KGTV) - With car horns blaring, cellphone video captured a fight breaking out at a busy intersection in San Diego near Montgomery High School.The incident played out at Palm Avenue and Beyer Way - just feet from the high school - as school let out Friday afternoon. In the crosswalk, there was a flurry off punches. A teen in a hoodie is recorded battering another student on the ground. Some other teens joins the fray and more punches are traded."It's stupid. Why have a fight so dramatic like that? It could cause a car accident," a student told 10News. We are not naming the student at the request of their family.The student doesn't know what sparked the fight, but says those involved were juniors. The student told 10News this was the third big fight on campus this year. "Just make us look bad. Students should set a good example for our school," the student said.There were no accidents, but some of those drivers did get out of their cars. A witness tells us some tried to stop the fight. In the now-viral video, a crowd of people spill across the crosswalk. The melee lasted more than 20 minutes before it broke up. Police arrived but did not make any arrests.Janet Paz, a mother of two students at the school, says it sends a bad message."Makes me feel worried that kids aren't safe in school," said Paz.A spokesperson with the Sweetwater Union High School District says they believe they've identified the three-to-five students involved and are mulling possible discipline. SAN DIEGO COUNTY, Calif. (KGTV)— With precipitation numbers up, participation numbers were down for outdoor events around San Diego County. But many who chose to endure the rain said it was worth the extra splash. It’s a rare sight in the heart of San Diego: kids sledding on a giant snowy hill at Montgomery Waller Park. For the Murillo family, it’s an annual tradition. “We go to see Santa Claus, we go to the little stores that they have there, and we come to sled down for a little bit,” mother Diane Murillo said. She and her children were bundled up while having fun at San Diego Snow Day. But this year, Murillo noticed that the crowds were much smaller. “It’s a lot smaller. It’s empty today. There’s actually parking,” Murillo laughed. She said the steady rain discouraged many folks from showing up. The City of San Diego even had to cancel Santa Claus’ helicopter fly-over of the park, due to inclement weather. Murillo also noticed that the snowy hill was very sludgy, and only about half its normal length. But by the looks of the children, the event was still worth it. Meanwhile, in the South Bay, there was a tent full of Christmas-themed games. From Candy Cane trees, ring tosses, to face paint, families enjoyed the free entertainment at the Chula Vista Children’s Faire. “It helps, because that way, we’re not getting wet while they are getting their stuff done and doing the activities. So it’s nice,” mother Felice Navarro said. Her neighbor invited her and her children to join them at the fair this year. The kids also had an option to splash around if they wanted, as they ran through an obstacle course as Chula Vista junior firefighters. Fun was not just reserved for children. Up at Liberty Station, hundreds of people waited in line to join the San Diego BBQ and Beer festival. 25-year-old Victoria Ransom was not going to let the rain dampen her birthday celebration. “We wanted to be able to double fist if that was a possibility. Hands-free rain protection,” Ransom joked. She said she bought eight rainbow-colored umbrella hats online, the moment she found out about the weather. “You drink, you eat, it’s great,” Ransom said. “I got a nice pour because it’s my birthday, and we’re having a great time.” 2243
