SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. SAN DIEGO (KGTV) - The target at the center of a murder for hire plot is suing his former business partner and his associates. Ninus Malan says, he suffers from severe emotional distress as a result of his business partners actions."I wish this would go away, but I wake up every morning, and it's there," Malan told 10News. In November, federal authorities charged Salam Razuki, Sylvia Gonzales and Elizabeth Juarez with offenses related to a conspiracy to kidnap and kill a business associate over a dispute involving real estate investment properties, most of which were leased to marijuana dispensaries.   According to a complaint filed on November 2018, in October of that year, Salam Razuki and Sylvia Gonzales met with a Confidential Human Source and asked the source to arrange to kill Malan. The complaint says according to Razuki and Gonzales, they had invested in multiple properties and business ventures together and were not involved in a civil dispute over their assets. The complaint alleges, "Razuki and Gonzales told CHS1 (confidential human source) that they wanted CHS1 to 'Shoot him in the face,' 'to take him to Mexico and have him whacked,' 'or kill him in some other way.'"Federal authorities say Elizabeth Juarez later joined Razuki and Gonzales, and the three talked about having Malan killed.The complaint says the confidential human source, Gonzales, and Juarez discussed a cost of ,000 for "the job." Federal authorities say during one of the meetings, Gonzales went to the Goldn Bloom Dispensary and returned with ,000 cash. "After the meeting, CHS1 provided agents with ,000 case provided by Gonzales," the complaint says.Federal authorities say, "according to the complaint, on November 15, 2018, the source met with Razuki and stated, 'I took care of it.'" Razuki replied, "So he will take care of it, or it's done?" The source replied, "Done." Malan told Team 10 investigator Adam Racusin that he's now forced to live his life day by day afraid for his family's safety. "My nine-year-old daughter had to see this on the news, and she knows all about it," Malan said. "I don't know how to explain it to her." Malan is suing Razuki, Gonzales, Juarez and a handful of businesses. The lawsuit alleges, interference with exercise of civil rights, unfair competition, intentional infliction of emotional distress and negligence. The lawsuit says the "defendants committed the acts herein despicably, maliciously, and oppressively, with the wrongful intention of injuring plaintiff, from an improper and evil motive amounting to malice, and with the conscious disregard of the rights and safety of Plaintiff and others." "Mr. Malan and Mr. Razuki were involved in a number of businesses together," said Malan's attorney John Gomez of Gomez Trial Attorneys. "That relationship kind of fell apart, so litigation commenced." Gomez says Razuki brought a civil suit against Malan and Malan filed a lawsuit against Razuki. "That's a big litigation involving a lot of money," Gomez said. "Mr. Razuki apparently thought it was ok to put a hit on Mr. Malan to eliminate him from the litigation." Gomez told 10News all the businesses and entities named in the lawsuit are affiliated with Razuki and participants in the litigation. "When he puts a hit on Mr. Malan to advance the litigation he's doing it on behalf of all of these businesses and people," Gomez said. With a criminal case underway, Malan was limited in what he was willing to discuss. He thanked the FBI, his family and told Team 10 investigator Adam Racusin he'll always be looking over his shoulder. "In the courts is where I'm seeking justice, not only for me but for my family who were terrorized by these people," Malan said. Criminal defense attorneys for Gonzales and Juarez have not yet responded to 10News requests for comment.Razuki's attorneys told 10News they have no comment. 4194

SAN DIEGO (KGTV) — The San Diego Workforce Partnership is accepting applications for its income-sharing agreement, which only requires graduates to pay back the cost if they make at least ,000 a year.San Diegans have about a month to apply online for the program, which offers certificates in User Experience Design, Database Management, or Java Programming through UCSD Extension. The priority application period ends Aug. 2. Ellie Solorio is about to complete the program in Front End Development. She just landed a job at Petco, doubling her pay from her prior positions, such as in retail and administrative work."I mean it hasn't even sunk in yet really, but it's a complete sense of hope at the end that there are things I need to take care of and now I will be able to," she said.Participants get access to education and career services, which is paid for through the fund. Then, once they are done, they begin making payments based on their income for 36 to 60 months. Graduates make payments of 6% to 8% of their annual salary only if they are earning at least ,000. The money goes back into the fund that pays for the next group of cohorts. "With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. "With an Income Share Agreement, you only pay it back if you secure a job and get a minimum salary."No student will ever pay more than ,800, according to the program's website.According to UCSD Extension, the programs currently offered cost ,875 for Java Programming, ,775 for database management, and ,400 for user experience design. Those prices exclude textbooks and other course materials. "We know that upskilling and training in particular fields with a particular skill set is something that industry is willing to pay for, and that really is the role of extension, to ensure that San Diego and California and the nation as a whole, individuals are getting trained for those skills that industry is looking for," said Josh Shapiro, assistant dean of innovation and research affairs at UCSD Extension. SAN DIEGO (KGTV) - The United States Postal Service unveiled its newest forever stamp Wednesday, honoring pioneering astronaut and UC San Diego professor Sally Ride.The ceremony, held at the UCSD campus, featured several of Ride's family and friends, including her life and business parter, Tam O'Shaughnessy, astronaut and Director of the Johnson Space Center Ellen Ochoa, and tennis legend and activist Billie Jean King.RELATED: First American woman in space to be honored with the Sally Ride Forever Stamp"It's amazing the impact and the long-lasting impact that Sally Ride's going to have," King told 10News. "And the stamp, this forever stamp, will be a big help."O'Shaughnessy revealed to 10News that Ride was a stamp collector, herself. "She just kept doing it her whole life, so she would just be so honored with this."Ride was the first American woman in space. Upon leaving NASA, she became a professor. Ride simultaneously founded a business called "Sally Ride Science", which is housed at UCSD. It is dedicated to inspiring young people in STEM.Ride died of pancreatic cancer in 2012 at age 61. 1124
