UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its hope that parties in the north and south Sudan will make continuous efforts for a peaceful, free, transparent and just referenda in Sudan in accordance with the 2005 Comprehensive Peace Agreement (CPA), and called for international efforts to create favorable conditions for the January referenda. The statement came as Yang Tao, the counsellor of the Chinese Permanent Mission to the United Nations, was addressing an open Security Council meeting on Sudan."We hope the north and south Sudan will keep up the momentum, speed up the preparation for the referenda and ensure that the referenda are conducted in a peaceful, free, transparent and just manner in accordance with the CPA," Yang said.A referendum on self-determination for southern Sudan is scheduled to be conducted on Jan. 9, 2011, as it was stipulated in the CPA inked between north and south Sudan in 2005, which ended a two-decade civil war between the two sides."We call on the international community to create a favorable condition for the referenda and refrain from prejudging the outcome," he said. "No party should take unilateral action. No matter what outcome of the referenda might be, peace and stability in Sudan and the region must be ensured."Inhabitants of the south will vote on Jan. 9, 2011 on whether to secede from Sudan or remain united with the rest of the country. On the same day, residents of Abyei, located in the center of the country, will vote separately on whether to retain Abyei's special administrative status in the north or become part of Bahr el- Ghazal state in the south.Since the Security Council held the high-level open meeting on Sudan last month, the peace process in Sudan continues to register positive progress, Yang noted."Voter registration for the referenda for southern Sudan has been concluded smoothly, we commend the north and south Sudan, the African Union and the UN Secretariat for the efforts to this end," he said."Maintaining the peace, stability and development in Sudan is in the interest of the Sudanese people, and it is also conducive to the peace and development in the region and in the African continent," Yang said."China hopes that the north and south will cherish the peace that was hard to come by, and continue their equal dialogue and consultation in order to reach an early agreement on the border demarcation, Abyei and wealth sharing and other outstanding issues, " he said. "This is of great significance to the maintenance of the long-term peace and stability in Sudan and the region."

BEIJING, Dec.19 (Xinhua) -- China's land regulators urged local land authorities late Sunday to take concrete measures against excessive growth in the country's land prices in some Chinese cities and crack down on illegal behavior, such as land hoarding, to ensure the implementation of the government's cooling measures on the property market. The Ministry of Land and Resources(MOLAR) said in a statement on its web site that the recently seen high prices in land sales in some Chinese cities had raised social concerns, which local land authorities should pay considerable attention to, and take actions to curb the rapid growth in land prices.According to the MOLAR, cities and counties that had not provided more than 70 percent of the total land supply this year to shantytown renovation, the construction of affordable homes and medium-priced commercial housing, should not provide land for high-end housing for the rest of this year.Further, for land sales with over 50 percent premium rate or record high prices, local governments should report to provincial land authorities and the MOLAR within two working days after the deal is closed. The procedures of supplying land should also be strictly conducted, and there should never be any change in the use of land that is for the construction of affordable housing, said the statement.

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said. Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing. At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes. In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.

BEIJING, Nov. 17 (Xinhua) -- China's coal mine safety watchdog said Wednesday that the nation would require all coal mines to be equipped with emergency shelter systems to protect miners before June 2013.Also, the country's State Administration of Coal Mine Safety (SACMS) has required all mines to complete installation of four systems, including coal mine monitoring, pressure fan facilities, water supplies, and communications before the end of this year.Further, centrally-administered coal mine companies and major state-owned coal mines must also install positioning systems for workers underground, said Zhao Tiechui, SACMS chief.Meanwhile, centrally-administered coal mines and major state-owned coal mines must set an example by completing the construction of emergency shelter facilities before June 2012, Zhao said.More than 2,000 miners were killed in coal mines last year in China. Though the fatalities were significantly reduced from the peak of nearly 7,000 deaths in 2002, the situation still remains grim.Just last month, a gas leak at a coal mine in central China's Henan Province left more than 30 people dead.
