SAN DIEGO (KGTV) — For families who want to give their kids some Halloween fun but avoid traditional trick-or-treating, the city is offering a quick and safe alternative.Wednesday through Saturday, the City of San Diego will offer free bags of candy for families to drive through or walk up and select as an alternative to going door-to-door this Halloween amid the pandemic.The sites will be set up at various times across 27 recreation centers in the city. A complete list of participating recreation centers is online.Families and kids are encouraged to dress up in their costumes. Visitors will get a free bag of candy as well as "a scary surprise or two," according to the city.All recreation centers will be following the recommended guidelines under the county's public health orders, so social distancing and face coverings will be required. 857

SAN DIEGO (KGTV) -- Harbor Police were searching for a vandal Monday who set off a panic at an upscale steak house along the Embarcadero.Customers took cover under tables and ran for the exits at Ruth’s Chris Steak House Sunday night when projectiles smashed through at least two of the restaurant’s bay-facing windows. Someone inside the restaurant shouted “gun,” prompting fears of an active shooter, customers told 10News.“It was one of the craziest things I’ve ever been through,” said Joey Giacalone, a long-time patron and former co-owner of the Venetian Restaurant in Point Loma. “I mean everyone is diving under tables. It was pandemonium.”Two bartenders and a manager jumped into action, Giacalone and his wife said, directing guests to take cover and then evacuate the restaurant.RELATED: Hillcrest restaurant reopens after one week after shooting“There were cooks telling us to come to the back door. They sent us through the kitchen. Because again, no one knew what information was really out there. Ricca Salazar “reacted quickly and ran out the back door with a couple other staff members,” her husband wrote on Facebook. “She fell and they helped her up,” he said. “Scary night, scary scenario.”Harbor Police determined someone had thrown rocks through the windows. Investigators believe the unidentified vandal may have been a disgruntled customer who left the restaurant without paying earlier that evening, said Lt. Victor Banuelos.Joey Giacalone said the man had been acting strangely.“One guest said he saw him going into the women’s bathroom and said, ‘What the hell are you doing?’ And then he left,” he said.The Giacalones commended staff members for going “above-and-beyond” during the incident.“Everyone is panicking and these guys are saying, ‘Forget about me. SAN DIEGO (KGTV) - Federal investigators are looking for a woman and getaway driver who attempted to rob a South Bay bank last December.A female suspect approached a bank teller just after 2:30 p.m. on Dec. 7, 2017, at the Bank of America located at 605 Saturn Boulevard in Imperial Beach. The woman presented a note to the teller, demanding money, according to the FBI.However, the teller refused to comply with the woman's demands.The woman left without any money and met an awaiting driver outside before fleeing the area.FBI investigators described the suspect as a Hispanic woman between 25- and 35-years-old, about 5-feet 6-inches tall, and with medium build. She was last seen wearing a camouflage jacket with a hood and gold-rimmed sunglasses.The getaway car is described as a silver Ford Mustang with a black racing stripe down the center. SAN DIEGO (KGTV) - Employment Development Department services are temporarily closed to in-person services at San Diego Workforce Partnership Career Centers. According to officials with the Workforce Partnership, walk-ins won’t be accepted, however some services will be available by appointment only.“Our resources have always been available online, and actually the number one way people file for unemployment in or out of a public health emergency is online,” said Andrew Picard, chief program Officer at the San Diego Workforce Partnership.Picard said if people don't have a computer or internet access, don't worry, the phone still works. Career agents and advisors with the organization can walk you through a job search or the unemployment process.“We have teams of career agents and advisors standing by over the phone and with online tools to do virtual meetings,” Picard said. “A great deal of resources and programs that are still in operation and still available to the community.”Unemployment assistance isn’t just for people who recently lost their job.According to the Employment Development Department, “You are encouraged to apply for Unemployment Insurance (UI) benefits if you are unemployed, which includes reasons such as, your hours are reduced due to the quarantine, you were separated from your employer during the quarantine, you are subject to a quarantine required by a medical professional or state or local health officer.”Last week Governor Gavin Newsom sped up the time it takes to get financial assistance.
