SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. Buggs was laid to rest just a month before he was supposed to get married."Not only we became partners but Archie and I became very good friends," said Navarro. 1985

SAN DIEGO (KGTV) – A local medical spa is coming under fire for offering a coronavirus treatment that costs thousands of dollars but the spa director defends his actions.Dr. Jennings Staley operates Carmel Valley’s Skinny Beach med spa which specializes in treatments like Botox and laser hair removal. He says he’s been dealing with a lot over the last few days.“Death threats. Last Friday, screen shots shared with 10News revealed his new COVID-19 treatment pricing plans which go up to nearly ,000 for a family resistance pack which includes, in part, the prescription drugs and vitamin C. “It just seems to me that it's a way to profit off of people's fear,” says Seattle-area family practitioner Dr. Leanne Kildare. Cold vs. Flu vs. Coronavirus SymptomsWhen she saw the ads, she was stunned.One ad description reads in part, "Dr. Staley will evaluate your symptoms via telemedicine” and "if needed, a nurse or Dr. Staley will visit you at your home" for further evaluation and potential in-home COVID-19 testing and possibly start a treatment pack, which is "now available by prescription only through Skinny Beach med spa." “It doesn’t sit well,” adds Dr. Kildare.“I knew it would be a little bit controversial because there was the controversy around the fact that hydroxychloroquine wasn't approved until Sunday night but I didn't think people would be so angry,” Dr. Staley tells 10News.The FDA gave emergency approval Sunday to distribute hydroxychloroquine to hospitals, despite the potential side effects like heart problems, and lack of studies showing the medication's benefits.“I would not prescribe the medication without seeing the patient and evaluating them first,” Dr. Staley says.He tells 10News that he's treating about 20 patients with possible COVID-19 symptoms and he's only charging a few of them for his services. He adds that he doesn't have test kits yet and he has not yet prescribed any of them the hydroxychloroquine.Dr. Kildare believes it’s irresponsible to offer the drug outside of a controlled hospital setting.“I wouldn't take the risk. I wouldn't do it at this point in time,” she tells 10News.The ads have been taken down but Dr. Staley says he's still offering the treatments and he'll do them for free if patients can't afford them. 2654

  

SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. I think that's a local issue that you should fix locally."The measure would need need two-thirds the vote to pass. 1715
