SAN DIEGO (KGTV) -- Two San Diego County breweries were among the fastest growing craft breweries in the country in 2017, according to the Brewers Association.Novo Brazil Brewing Co. in Chula Vista and Bay City Brewing Co. in San Diego both made the list. The list includes breweries across 25 states. Novo was ranked as the 8th and Bay City 28th fastest-growing small breweries.California lays claim to the speediest growth with several breweries listed, according to the association.Median growth for the top 50 fastest-growing breweries between 2016 and 2017 was 216 percent, according to the Brewers Association. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694

SAN DIEGO (KGTV) A local conservation group came dangerously close to running into the armed kidnappers who snatched a California tourist and her guide while on safari in Uganda. Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. Toone said in the days that followed the kidnapping; his group was required to have armed guards. He says the Ugandan government has been misleading on this issue."They say it's required to have armed guards when you go in the park. We've been going to the park for seven years. SAN DIEGO (KGTV) -- Two competing plans are on the table to redevelop the Tailgate Lot a block from Petco Park into a mixed-use area with park space, retail and office, and housing.Wednesday San Diego Mayor Kevin Faulconer will announce the winning proposal to redevelop a portion of downtown’s East Village Quarter.The Tailgate Lot property includes 15 parcels of land, or about 5.25 net acres, between K Street and Imperial Avenue and 12th Ave. and 14th St.One of the plans was developed by Brookfield Properties and the other between the San Diego Padres, Tishman Speyer, and Ascendent Capital. Both plans call for a combination of office, retail, and residential space and open park space and parking.Brookfield Properties' plan calls for about 1.2 million square feet of mixed-use office and retail space, about 1,200 residential units, and 1.1 acres of park and community space. The plan also highlights developing a tailgate park, "bazaar" marketplace, and a gateway to public transit.The plan by the Padres, Tishman Speyer, and Ascendent Capital also features about 1.35 million square feet of office space, 612 market rate and affordable housing units, 236,000 square feet of open space, and 1,600-space parking garage for games and ballpark events.The parking garage would also include a multi-use field on the roof for recreational activities.
