SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. Placing objects on the Ross Rock has almost become a ritual.In 2006, a large pterodactyl had sat atop the rock before being washed away. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) - San Diego Police and Crime Stoppers released photos Wednesday in the search for the burglars responsible for taking half a million dollars’ worth of items during break-in at the Fashion Valley Hermes de Paris store.Up to 10 people got out of three vehicles at the north end of the mall about 4:15 a.m. on Sunday, January 18. Surveillance video shows the group approaching the store and using a pry bar to open the front door.The group stole purses, jewelry and clothing worth 0,000 in just two minutes.RELATED: San Diego mall burglars steal from HermesPolice said the group wore hooded sweatshirts and gloves. The vehicles used for the heist were a white Chevy Suburban and two blue sedans with paper license plates.Investigators conducting follow-ups uncovered new surveillance photos of people they believe to be responsible for the crime.The pictures show three men inside a market.
