IMPERIAL BEACH, Calif. (KGTV) -- The city of Imperial Beach voted to create a committee to take a look at their contract with the San Diego County Sheriff’s Department and the department’s use of force policies. During a city council meeting Wednesday night, the council also passed a Black Lives Matter proclamation. The committee will be tasked with looking to see if there are any necessary changes that should or could potentially be made when it comes to spending, looking at the possibility of redirecting funds to other community services. The council agreed that this committee should also make sure the sheriff’s department can still ensure public safety. The vote also came with the condition that the city will hire a consultant to advise them and help with the review. The council agreed to come back with their findings and any recommended changes in 90 days. 877

If American religion were traded at a stock exchange, your broker might be telling you to sell. The trend lines don't look great and haven't for quite some time.Social scientists and religious leaders have lots of theories about the long, slow slide, blaming it on everything from the internet to the politicization of conservative Christianity.A new Pew Research Center study offers something different: a survey of 4,729 Americans telling us precisely why they do (or don't) attend religious services. Some of their answers are unsurprising. Americans who don't believe in religion don't often attend church. Because duh.But the survey may confound other stereotypes about other Americans who rarely, if ever, attend church. As it turns out, they're all not atheists, or even members of the "spiritual but not religious" crowd. Many say religion is important in their lives, and lean conservative, politically."The people who attend religious services less often are not a monolithic group," said Becka Alper, a research associate at Pew.First, here are the top 10 reasons given by Americans who attend religious services at least once a month, according to Pew. Survey respondents were allowed to give more than one reason. The percentage refers to people who said this was a "very important" reason for their decision: 1329

If you're a pet owner, you know your furry friend can be expensive, especially when it comes to their medical bills. Last year, Americans spent billion at the vet. That's why more owners are now opting for pet insurance. But, is it worth it?"When you are presented with a ,000 bill for emergency surgery, you might only have to pay a couple hundred dollars," says Dr. Jessica Weeks, with BluePearl Veterinary Partner.   Routine care for a dog can be on average 7, and for cats, it’s around 2, according to the American Pet Product Association.  "Most people aren't prepared financially for those things that happen unexpectedly," says Dr. Weeks.Last year, there were 1.83 million pets insured, and experts say that number is climbing.   There are a few caveats with pet insurance, Dr. Weeks says. A majority of the plans do not cover shots and checkups. They only cover the big medical expenses, like treatments and surgery. Additionally, many plans will make you pay the bill in full and then they'll reimburse you after.   "There are similarities as far as pre-existing conditions,” says Dr. Weeks. “If your pet already has an illness and you try to get insurance, a lot of times insurance won't cover that."  That's why vets recommend you do your research. Dr. Weeks recommends owners with young pets get insurance.  As far as the best pet insurance goes, Consumer Watchdog’s top three picks include: Healthy Paws, Pet Plan and Embrace Pet Insurance.   "To be honest, when I have owners come in who have pet insurance, it's a huge relief on my part,” says Dr. Weeks. “So, I can offer standards of care of medicine and do the best that we can for those patients."  1756

Hurricane Michael's trail of devastation now stretches from the Florida Panhandle, where it wiped out one coastal city and left others swimming in debris, to the Carolinas, where Michael weakened to tropical storm status but still triggered flash floods that turned roads into rivers.Six people are dead in the storm's path, and authorities fear the toll could climb higher as search-and-rescue efforts continue. The dead include four people in Florida, a child in Georgia and a man in North Carolina.PHOTOS: Hurricane Michael damageSo far, Coast Guard crews in Florida have rescued 40 people and assisted 232.Conditions remain precarious in hard hit areas, especially Mexico Beach, Florida, which Michael left in ruins. A councilwoman from there issued an urgent plea to anyone thinking of returning."Please don't come down," Linda Albrecht said. "The more people that return, it's just going to get in the way." 921

In a vivid reminder of just how powerful Mother Nature can be, a viewer of Scripps station WEWS in Cleveland sent in this video of lightning striking a car on I-90.The driver was on his way home from Lakewood to Mentor Tuesday night when his dashcam caught the event. 290
