BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

ZHENGZHOU, July 28 (Xinhua) -- The death toll from a bridge collapse last Saturday in central China's Henan Province has risen to 37 with 29 still missing, rescue headquarters said at Tuesday midnight.Among the killed people were three tourists. The headquarters counted retrieved bodies and asked family by family about missing people to get the numbers, which may rise as witnesses say they saw about 100 people on the bridge when it collapsed.China Central Television (CCTV) reported Tuesday night that at least 50 people died in the collapse without giving the source.The Yi River Bridge collapsed at about 5 p.m. Saturday in Luanchuan County, Luoyang City, plunging the people on it into the rushing waters, a local government spokesman said.Thousands of rescuers are still searching for missing people and possible survivors.Villagers from seven villages and soldiers have launched a massive search for survivors, said Li Guangming, deputy head of the administrative office of Luanchuan county government.The rescuers are focusing on spots that could hold people who were rushed away by torrents, such as banks with lush plants, said Qi Weiming, deputy head of Luanchuan's military office.News broke of the accident after Luanchuan's government wrote an apology which was published in Monday's Luoyang Daily, saying "we are deeply sorry for the heavy loss of life ... and we take responsibility.""The bridge was crowded with people who had come to watch flood torrents when it collapsed. BEIJING, July 6 (Xinhua) -- China's Ministry of Finance and the Ministry of Civil Affairs on Tuesday jointly sent 377 million yuan (55.2 million U.S. dollars) to four southern provinces which had been battered by rainstorms and consequent floods.The funds will be mainly used for the evacuation and resettlement of affected local people and the rebuilding of damaged houses in the provinces of Zhejiang, Fujian, Jiangxi and Hunan, said a statement released Tuesday by the Ministry of Civil Affairs.Figures from the ministry show that around 260 people have been killed and 211 left missing in 11 provinces since rainstorms hit south China on June 13.More than 3.8 million people were evacuated and relocated due to floodwater, which also destroyed 312,000 homes and resulted in direct economic losses reaching 64.57 billion yuan (about 9.49 billion U.S. dollars).As of Tuesday, the two ministries have allocated a total of 867 million yuan for eight southern provinces and autonomous regions for flood relief.
