BEIJING, Jan. 5 (Xinhua) -- The Chinese government will continue encouraging outbound investment while attracting foreign investment in 2010 for "stable and relatively fast" growth of the country's economy, a government official has said.     Outbound investment, or "go-global" strategy, should aim at making use of overseas resources, market and advanced technologies, so as to help facilitate development of China's domestic economy, Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission, said in the speech posted on the commission's website Tuesday.     The remarks were made at a conference held in Beijing on foreign investment on Dec. 11, but was not released until Tuesday.     In the first three quarters of 2009, China saw its investment overseas at 32.87 billion U.S. dollars, up 0.5 percent year-on-year, according to the Ministry of Commerce (MOC).     The country would also continue to attract foreign investment, he said. "Social stability, huge potential market and low cost of productive resources are still advantages for foreign investment," he said.     The country would see more advanced technologies and talents from foreign countries and foreign investment would better serve the structural reform of the country's economy.     Zhang said the government would stress national economic security while seeking to increase foreign investment. "We have to properly handle new challenges and situations when further opening sectors, including finance and telecommunications."     China's foreign direct investment shrank 14.26 percent from the same period last year to 63.77 billion U.S. dollars in the first nine months as foreign companies cut spending amid the global economic downturn, according to the MOC.     In the speech, Zhang also said China's currency was facing renewed pressure to appreciate because of the quantitative easing monetary policy in developed countries, a weakening dollar and recovery of China's economy.     The pressure would likely spur massive inflow of speculative money, making liquidity management more difficult.     Premier Wen Jiabao also said in December in an interview with Xinhua that the yuan faced appreciation pressure. "China will not yield to foreign pressure for the appreciation of its currency yuan in any form," Wen said.     "A stable Chinese currency is good for the international community," Wen said.

BUCHAREST, Oct. 20 (Xinhua) -- Chinese Vice President Xi Jinping said Tuesday that China values its ties with Romania and is willing to work with the Romanian people to enhance cooperation and cement friendship. Xi made the remarks when meeting with people from all walks of life in Romania, including parliament leaders, government officials, former ambassadors to China and others.     The Chinese and the Romanian people enjoy profound friendship, Xi said. SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties. China appreciated the adherence by South Korea to the one-China policy and its support on the Taiwan and Tibet issues, Xi said.     -- To expand trade and economic cooperation:     The two countries should explore new ways on high-tech, energy-saving, and environmental protection cooperation. Xi called on the two sides to complete joint research and initiate free trade agreement negotiation.     -- To increase personnel exchanges:     The two sides should further improve exchanges on education, culture and tourism and properly handle the issues concerning the sentiments of the two peoples.     -- And, to strengthen coordination in multilateral frameworks, including the meeting mechanism of China, South Korea and Japan:     On the situation on the Korean Peninsula, Xi said all relevant sides should take the chance to show flexibility to resume the six-party talks at an early date.     Xi also said China would push for the Copenhagen climate change conference to achieve a result in line with the "Bali Roadmap."     Chung Un Chan pledged to complete the joint research on free trade agreement as soon as possible, and advance coordination with China under the G20 and the framework of China, Japan and South Korea.     Xi arrived here Wednesday night after a visit in Japan. He will also visit Myanmar and Cambodia.

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.

ROME, Nov. 16 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Monday proposed a four-point action plan aimed at eradicating world hunger in his address to a world summit on food security.     Stressing the fact that the financial crisis has worsened the plight of the poor and the hungry, the Chinese vice premier said the summit, hosted at the UN Food and Agriculture Organization (FAO) headquarters here, was "of special significance to world food security, global economic recovery and sustainable development."     In order to overcome the "dual pressure of an international financial crisis and a global food crisis," the first suggestion of the Chinese government was to increase input and raise food production by investing more in agriculture, build up the capability to resist natural disasters and strive for greater self-sufficiency. During the three-day event more than 60 heads of state and government will gather to discuss measures to eradicate hunger and ensure food security.
