(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. (KGTV) — San Diego Sheriff's deputies are investigating a possible threat made against West Hills High School late Monday.In a letter to parents, West Hills Principal Robin Ballarin said staff was made aware of the threat Monday concerning a student remark that referenced a possible act of violence.The 15-year-old student has been identified, school officials say.No weapon or written threats were found in connection with the student, deputies said.The remark was reportedly made during class at 10:30 a.m., according to deputies, who called the comment "generic." Earlier Monday, 20 families were waiting to be processed at the San Ysidro port of entry. Customs officers say the border crossing facility is at capacity. Those crossing the border say the caravan is fenced off in two sections. (CNS) - Twin brothers popular on YouTube for videos featuring pranks were charged Wednesday with masquerading as bank robbers, prompting emergency calls to Irvine police.Alan and Alex Stokes of Irvine, both 23, were each charged with a felony count of false imprisonment and a misdemeanor count of false reporting an emergency.The two are accused of pulling off the pranks with a videographer on Oct. 15.At about 2:30 p.m. that day, the twins dressed in black with ski masks and carried duffle bags stuffed with cash, masquerading as bank robbers, according to Kimberly Edds, a spokeswoman for the Orange County District Attorney's Office.With the camera operator in tow, they called for an Uber ride, but the driver refused service, Edds said.A witness believing the pair had robbed a bank and were carjacking the Uber driver called the police, Edds said. Responding officers ordered the driver out at gunpoint, but when they eventually sorted out what happened they let the brothers go with a warning, Edds said.Four hours later, the twins did the same thing on campus at UC Irvine, which prompted emergency calls again, Edds said.A court date has not yet been scheduled and it was unknown if the duo had legal representation. 1254
