MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president.The Russian president is one of the last world leaders to congratulate Biden.The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed.In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. NATIONAL CITY (KGTV) - National City mayor Ron Morrison is asking voters to change term limit rules to allow him to run for a fourth term in November.Morrison supports Measure B in next month's June 5 special election. Measure B would establish term limits for the mayor, city council, city clerk, and city treasurer. Officials could serve up to two four-year terms. However, it would essentially reset the clock, allowing Morrison to run in 2018 and 2022."If they want to keep the people in office that are in right now, whether it's the mayor, councilpeople, city clerk, city treasurer, they should have that right to be able to do that," Morrison said in an interview with 10News.National City voters passed Measure T in 2004, which imposed term limits only on the mayoral position, allowing three terms. Morrison was first elected Mayor in 2006.Opponents have put their own measure on the June ballot, Measure C. It would establish the same term limits, but count Morrison's time as mayor, meaning he could not run again.City councilmember Alejandra Soleto-Solis, who is running for mayor, supports Measure C, telling 10News it's time for new blood in the mayor's office. She opposes Measure B."It's one person trying to create a loophole for himself, at the cost of 3,000 for National City taxpayers," Soleto Solis said, referencing the cost for June's special election.Should both measures pass, the measure which receives the most votes will be enacted. 1476

NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. MILWAUKEE -- Six cars were damaged Friday when light poles fell across traffic lanes on I-43 near Milwaukee.According to the Milwaukee County Sheriff's Office, the driver of a red pick-up truck heading northbound hit both of the light poles in the median just before 3:30 p.m. A witness at a law firm off Hampton Avenue said she saw the truck drive up onto the median and hit one pole, before continuing on to hit a second. "Unfortunately one of them kind of struck the side of the car, put a hole in the door, took a mirror out," said Jim Lovering, whose daughter called him after swerving to avoid the two poles.Lovering's 7-month-old grandson was also in the car. "Just missed the windshield, which was a blessing," said Lovering. The camera caught deputies taking away the driver of the red truck in handcuffs. Authorities have not yet released any information confirming an arrest, or possible charges. The accident caused backups for miles during rush hour, as crews worked to remove the poles from the roadway. No one in any of the cars was injured. "It was just nice that she had the space to maneuver and without hitting anybody else or causing any further damage," said Lovering. "It could be potentially you know a serious accident. Thank God it didn't happen."  1341
